Duties

Help
  • Provides technical and administrative supervision to a staff of Federal employees.
  • Serves as agency lead for engagement with media stakeholders.
  • Directs the development and implementation of a comprehensive public affairs program comprised of integrated projects, events, and activities to communicate and engage the public in the work and accomplishments of ARS.
  • Provides leadership and direction for strategic planning and goal setting activities for short-term, mid-term, and long-term programs and objectives.
  • Serves as the Agency's top public affairs and communications authority for internal and external audiences.
  • Establishes and maintains effective working relationships with members of the news media (local, regional, and national), professional societies, and private foundations.
  • Assigns and monitors work, evaluates performance, assesses training needs, fosters an inclusive, motivated, and productive work environment, approves leave, rewards performance accomplishments, and takes disciplinary actions when necessary.

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:

AT THE GS-15:

Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience leading or developing public affairs programs and projects; executing or implementing communications strategies and tactics to achieve strategic communications; providing oversight and guidance to staff regarding their marketing, public relations and outreach efforts; and recommending strategies for communicating the organization's programs through collaborative efforts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands:
Work is usually performed sitting at a desk, in news conferences, briefings, meetings, etc.; or riding in an automobile or public transportation. There may be occasional brief visits to industrial or construction sites, national parks or forests, military equipment test sites, etc., however, no special physical demands are involved in performing the work.

Working Environment:
The working environment includes office, conference, virtual and field travel conditions. Travel may include visits to ARS field locations as well as executive seminars and planning sessions at various locations around the country and internationally. The work environment involves everyday risks or discomforts requiring normal safety precautions typical of office settings or commercial vehicles. The work area is adequately lighted, heated, and ventilated.
