Summary

MSPB is an independent, quasi-judicial agency that serves as the guardian of the Federal merit systems. MSPB is seeking an eager and dedicated Government Information Specialist (GIS) to provide vital support to its programs in records management and disclosure under FOIA/Privacy Act (PA). The GIS reports directly to the Director of Information Services and will be a valued member of MSPB's information services team (records, disclosure, and privacy) in the Office of the Clerk of the Board.

Duties

Help
  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. Responsibilities include:
  • Manage MSPB records using ARCIS and NARA's ERA, and manage the custody and archival of the Board's adjudication records at MSPB headquarters;
  • Assist in the development of policies, procedures and standards which are applicable to the agency records management program;
  • Assist in providing effective controls over the creation, organization, maintenance, use, evaluation, preservation, disposition, and audit of records and automated information systems;
  • Conduct periodic records inventories for the purpose of gathering and analyzing data to evaluate the implementation and the effectiveness of all aspects of the records management program;
  • Assist with the agency's transition to 100% electronic recordkeeping;
  • Docket information requests submitted under the FOIA, PA, and MSPB's adjudicatory regulations, and draft acknowledgment letters;
  • Communicate verbally or in writing with external records requestors to clarify needs or scope of their request;
  • Develop plans for the search, review and release of relevant records;
  • Prepare draft responses to written requests for records under the FOIA and PA; and
  • Perform other duties as assigned.

  • Physical Requirements: The work involves mostly sitting, with occasional standing, bending and stooping. The incumbent must be able to lift a minimum of 50 pounds to lift and carry boxes within headquarters.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.

For The GS-09 Level: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience performing the following duties: Reviewing complex forms and legal documents for completeness; Applying the principles, concepts and methods of legal research and analysis to research information using electronic resources; Utilizing automated software to perform work assignments; Inputting information into a database and/or analyzing information within a database.
OR
You may substitute a Master's degree or 2 full years of graduate education leading to such a degree in any field or a J.D. or L.L.B. degree for experience required at the GS-09 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.

For the GS-11 Level: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: Experience providing support on matters related to privacy policy, compliance, incidents, inquiries and investigations; and assisting with the investigation of systemic privacy issues, determining corrective action, and executing appropriate reporting procedures.

You may have three years of progressively higher level graduate education leading to a Ph.D. degree or advanced graduate degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. This education must have been successfully completed and obtained from an accredited school, college, or university.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
