Duties

Help

  1. Manages the administrative budgets of USTDA's overseas offices; drafts funding requests, allotments, allowances, payment of invoices for services to support the Agency's overseas presence.
  2. Manages administrative, personnel, and logistical arrangements of USTDA's overseas offices and the Inter-Agency Agreements (IAAs) that support, locally hired staff, Personal Services Contractors (PSCs) and other administrative functions requiring IAA support.
  3. Serves as a Contracting Officer Representative (COR) for procurements related to services and goods required by overseas offices and also the administrative office.
  4. Coordinates logistical arrangement for USTDA's overseas staff participation in the annual Strategic Planning meeting.
  5. Oversees the production of administrative reports dealing with overseas budgets, facilities, invoices, payments and tracking.
  6. Represents the Agency in dealings with the State Department, Embassies, and interagency meetings dealing with overseas facilities, appointments, funding and the administrative office.

Specialized Experience Requirements

GS-12
Qualifying experience for the GS-12 grade level includes one year of specialized experience at least equivalent to the GS-11 grade level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as experience performing and coordinating a full range of administrative specialties such as contracting and procurement, management analysis, human resources management, budget and financial management, support services, and project management.

Specialized experience includes: Experience performing administrative operations involving budget formulation and execution, human resource management, procurement and contracts, and property management; Experience assisting in the implementation of financial, contractual, and administrative regulations, policies and practices, and reporting systems; Experience providing recommendations for establishment of procedures and management controls of contracts, financial payments, allowances, and reimbursements; Experience working with diverse internal and external stakeholders, government agencies, and other entities to provide program services and administer projects; and Experience leading administrative teams and providing training and direction to program staff.

Specialized experience includes: Experience coordinating overseas administrative operations to include budget formulation and execution, human resource management, procurement and contracts, and property management; Experience implementing financial, contractual, and administrative regulations, policies and practices, and reporting systems; Experience conducting research, analysis to develop reports that can be used to devise solutions to identified problem areas associated with administration and program management projects or program area; Experience developing, analyzing, tracking, and reporting on spending plans and budgets; Experience establishing procedures and management controls for contracting, financial payments, allowances, and reimbursements; Experience formulating long-range and short-range plans for administrative management matters; Experience working with diverse internal and external stakeholders, government agencies, and other entities to execute programs and projects and negotiate mutually agreeable goals; and Experience supervising administrative teams, determining professional development needs, assessing employee performance, and managing operational crisis situations.

NOTE: Current certification as a COR Level II is highly desirable. Please indicate your current certification level in your resume, if applicable. The selectee will be required to become certified at a COR Level II in order to service/manage FAR regulated contracts, if not already certified.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:

Selection may require completion of a 1-year probationary period.

If selected, you will be required to file a Confidential Financial Disclosure Report (OGE Form 450).

Applicants must be eligible to obtain and keep a Top Secret security clearance. Appointment is subject to the successful completion of a background investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
