Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Air and Marine Operations located in Sierra Vista, AZ.

In this position you use an integrated and coordinated air and marine force to detect, interdict and prevent acts of terrorism arising from unlawful movement of people, illegal drugs and other contraband moving toward or crossing the borders of the United States.

This position starts at a salary of $77,541.00 (GS-12, Step 1) to $100,808.00 (GS-12, Step 10) with promotion potential to $100,808 (GS-12 Step 10).

In this position you will be

  • Serving as a member of air tactical response team made up of other incumbents of the same position, and/or CBP Air and Marine pilots, special agents, or other local and federal agency law enforcement officials.
  • Assisting higher-graded law enforcement officers with collecting and processing of evidence and interviewing violators and witnesses to collect additional information.
  • Establishing, maintaining, and improving productive relationships with other Federal, State and local law enforcement personnel.

Qualifications


Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Serving as a member of air mobile apprehension team made up of other incumbents of the same position, and/or DHS pilots, special agents, or other local and Federal law enforcement officials.
  • Initiating and controlling law enforcement activities at the scene as arresting/seizing officer until suspects and/or property can be turned over to the appropriate enforcement representative.
  • Preparing concise, in-depth narrative reports regarding the actions and judgments made prior to, during, and after an apprehension/seizure is made so as to assist government prosecutors in the development of civil and criminal cases against suspected violators.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/29/2020.

Polygraph Examination: The Aviation Enforcement Agent position is a polygraph-required position. If you are not a current CBP employee in a law enforcement position, you may be required to take a polygraph exam and have favorable results in order to continue in the pre-employment process. Polygraph Reciprocity: CBP may accept the results of a prior federal polygraph exam in lieu of a CBP polygraph exam. You will receive information to request reciprocity in your Background Investigation Package.

Polygraph Waiver: Certain veterans may be eligible to obtain a polygraph waiver. You will receive information to request a waiver in your Background Investigation Package.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency wavier by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.

You must be available to work overtime on a scheduled or unscheduled basis.

FAA Medical Certificate: A Second Class FAA Medical Certificate is required prior to Entrance on Duty to this position. Your medical must be dated within the last 12 months at time of submission.

Firearms Requirement: You will be required to carry a firearm and maintain firearm proficiency. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition. You will be required to certify whether you have ever been convicted of such an offense. False or fraudulent information is criminally punishable by fine or imprisonment.

Fitness Testing: CBP requires that you complete a pre-employment fitness exam prior to your appointment to this position.

Security Clearance: You may be required to obtain a Secret or higher level clearance for this position.

Bargaining Unit: This position is not covered under the bargaining unit.

The competencies or knowledge, skills, and abilities needed to perform this job are:

  • Knowledge of expertise in law enforcement methods to property interrogate, search, seize, arrest, exercise appropriate self-defense measures, serve warrants, and prepare evidence, testimony and other information for use in prosecution of Federal Court Cases.
  • Knowledge of basic performance characteristics of various types of civilian aircraft, basic aerial navigation, basic aerodynamics, basic meteorology standard air traffic control radio communications procedures and language and familiarity with the unique technical vocabulary used in the aviation community.
  • Ability to communicate orally on a radio effectively while under stress.
  • Ability to teach less knowledgeable employees in the operation of radar, communications and infrared detection systems.
  • Skilled in writing sufficient to produce logical, grammatically correct in-depth narrative reports regarding the actions taken and judgments made prior to, during, and after an apprehension/seizure or other significant event in which the incumbent participated or witnessed.
