  • Administers internal and external, permanent and temporary hiring for Federal positions and Delegated examining authority for Federal position.
  • Provides guidance regarding hiring and employment programs to all levels of management and hiring officials.
  • Performs job analysis and assessment tool development for classified positions.
  • Develops and maintains end to end hiring processes; and handles complex employment.

Qualifications

Current permanent career/career conditional employees of the FPAC mission Area (FPAC Business Center, FSA, NRCS and RMA) may be selected in their current duty locations. Salary will be adjusted to the location in which you are selected. The FPAC Hub duty location of non-FPAC mission area applicants will be determined upon selection. Salary will be adjusted to the location in which you are selected. The Primary FPAC Hub duty locations are: Kansas City, MO, Raleigh, NC, Washington, DC. Secondary Hub duty locations are: Ft Worth, TX, Ft Collins, CO, and Salt Lake City, UT.

Specialized Experience:

To qualify for the GS-11, you must possess one year of specialized experience equivalent to the GS-09 grade level in the Federal service, or comparable experience not gained through federal service. For this position, specialized experience is defined as performing the following duties or work assignments, and must be documented in your resume:

Applying laws, rules, and regulations in the specializations of recruitment and placement.
Consulting with managers to identify their recruitment and staffing needs
Developing job analysis, assessment questionnaires, and creating vacancy announcements in an automated recruitment system.
Researching and interpreting regulations, policies, and procedures.
Coding SF-52 in accordance with The Guide to processing personnel actions
OR
Completed three full academic years of progressively higher-level graduate education OR a LL.M if related, PhD or equivalent doctoral degree from an accredited college or university with a major in human resources, public administration, political science, business administration, psychology, or education. OR
I posses a combination of the specialized experience and graduate education as described above such that they total 100% of the stated minimum qualifications for this specialty and grade. Only graduate education in excess of the first 36 semester hours may be used when combining education and experience for this specialty and grade. NOTE: You MUST submit supporting academic transcripts.

Specialized experience is defined as: Delivering a full range of support to include: analyzing and advising on Human Resources data collection and reporting; assisting in the development and delivery of workload management tools; developing standard operating procedures, user guides, and training to enhance and improving various automating reporting and system tools.

To qualify for the GS 12, you must possess at least one year of specialized experience equivalent to the Federal GS-11 level or higher level in the Federal service, or comparable experience not gained through federal service. For this position, specialized experience is defined as: Leading complex Human Resources Information project or program issues of broad agency-wide impact; Providing human resources consultative and technical information services to agency staff; Delivering a full range of support to include: analyzing and advising on Human Resources data collection and reporting; assisting in the development and delivery of workload management tools; developing standard operating procedures, user guides, and training to enhance and improving various automating reporting and system tools.

To qualify for the GS 11, you must possess at least one year of specialized experience equivalent to the Federal GS-09 level or higher level in the Federal service, or comparable experience not gained through federal service. For this position, specialized experience is defined as performing the following duties or work assignments, and must be documented in your resume: Interpreting and applying position classification standards and guidance to determine the proper pay plan, series and grade for Federal position descriptions; Writing effective position classification evaluation statements and advisories; Performing position description and personnel data management using automated human resources systems.

To qualify for the GS 12, you must possess at least one year of specialized experience equivalent to the Federal GS-11 level or higher level in the Federal service, or comparable experience not gained through federal service. Specialized experience is defined as:
Interpreting and applying position classification standards and guidance to determine the proper pay plan, series and grade for Federal position descriptions; Writing effective position classification evaluation statements and advisories; Performing position description and personnel data management using automated human resources systems.


Experience in applying laws, rules, and regulations in the specializations of recruitment and placement.
Consulting with managers to identify their recruitment and staffing needs, and developing strategies to meet those needs.
Developing job analysis, assessment questionnaires, and creating vacancy announcements in an automated recruitment system;
Coding SF-52 in accordance with The Guide to processing personnel action and reviewing SF 52 for accuracy and with regards to The Guide to Processing Personnel Actions.
Researching and interpreting regulations, policies, and procedures; and providing training and guidance on HR related regulations and policies for other HR Specialists, managers, employees, etc.

There is no education substitution for specialized experience at the GS 12 Level.

IMPORTANT NOTES ON REFERRAL FOR THIS POSITION: An Agency-wide Direct-Hire Authority exists for Human Resources positions in the 0201 series. All applicants who meet the minimum qualifications for this position and HR competencies will be referred to the selecting official. A rating will not be used, veteran's preference is irrelevant due to the existence of the Direct-Hire Authority.

Education

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit with your application package evidence that any education completed in a foreign institution was appropriately accredited by an accredited body recognized by the Secretary of the U.S. Department of Education as equivalent to U.S. Education standards.
