  • Under the general supervision of the USSOCOM Chief of Staff, leads and directs all aspects of team operations, including: Leading daily operations, recruiting, training and
  • (cont'd) certifying team members in a variety of freefall and canopy maneuver parachuting demonstration techniques.
  • Manages team resources to include acquisition, management and accounting for team funding; evaluation, selection, purchase, maintenance and accountability of all team equipment to include parachute systems,
  • (cont'd) safety equipment, altimeters, helmets, uniforms, and pyrotechnics.
  • Manages all aspects of conducting official demonstrations.
  • Trains team members to the regulatory standards and ensures that all team members obtain and maintain required licenses and ratings.

  • This is a Drug testing position. The incumbent is subject to random testing for drug use.
  • Required to work a non-standard duty schedule, often conducting team practice or parachute demonstrations after normal duty hours and on weekends and holidays.
  • Must obtain and maintain ratings as an Accelerated Freefall instructor, Tandem instructor, and Safety and Training Advisor.
  • Must obtain and maintain a "D" license and Professional Exhibition Parachutist rating from the Parachute Association.
  • Disclosure of Political Appointments
  • Required to travel on regularly scheduled and specialty arranged military and civilian aircraft in order to coordinate and conduct team business and perform parachute demonstrations.
  • If required, subject to Pre-Employment Physical. This position requires the ability to pack, load and carry equipment to and from location to include being a performing member of the Demonstration team.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration And Program Series, 0301

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of qualitative and quantitative techniques for analyzing and measuring the parachute team overall effectiveness, efficiency, and productivity of all programs to support the effective execution of the demonstration team. Additionally, the team officer must have an extensive knowledge of the conduct of parachute operations, organization, and work processes of programs throughout the military and civilian community, complex multi­mission, local installation, or equivalent, and the relationship of administrative support activities (e.g., data processing, accounting, budget) to such missions. Knowledge is applied in preparing after action reports, analyzing findings and making recommendations on substantive operating programs. The work requires skill in preparing extensive program planning and appropriate coordination and approvals with several federal, state and local governments and civilian agencies and high ability to interact with the community at all levels from children to the federal government officials.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. The ability to plan, coordinate, organize and conduct, high quality freefall parachute demonstrations ranging from a single jumper to multiple -pass performances involving numerous jumpers on each aircraft pass.

2. Ability to lead, motivate, train, and effectively employ a diverse team of personnel from all Services and across the spectrum of Department of Defense ranks and pay grades.

3. In-depth knowledge of Drop Zone Safety Officer responsibilities and procedures, both military and civilian, including evaluation target area sizes and locations; wind speeds and directions; obstacles in and around; crowd clearances; and requirements for marking and illumination.

4. In-depth knowledge of Federal Aviation Administration and United States Parachute Association requirements for demonstration parachutist ratings and licenses necessary for the conduct of parachute demonstrations.

5. Ability to effectively plan, manages and executes a budget, analyze equipment needs, evaluate and acquire equipment, and submit required paper work to conduct operations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.
