This position is located in the Center for Clinical Standards and Quality (CCSQ), Coverage and Analysis Group (CAG) within CMS, in Woodlawn, MD.
As the Director, CAG, you will be responsible for overall executive leadership and coordination within HHS, CMS, the medical community, and outside organizations on the development, implementation, and alignment of evidence-based Medicare coverage policies and related activities.
Summary

As the Director, CAG, you will be responsible for overall executive leadership and coordination within HHS, CMS, the medical community, and outside organizations on the development, implementation, and alignment of evidence-based Medicare coverage policies and related activities.
Oversee all facets of the Group's work by mobilizing a team of multi-disciplinary professionals managing and coordinating all facets of the Medicare coverage process.
Direct the administration of Medicare coverage policies and coordination with other agencies with related missions.
Oversee the development and modification of Medicare program coverage policies to reflect changes in beneficiary health care needs, program objectives, and the health care delivery system.
Serve as a technical expert to stakeholders on Medicare coverage policy, including the direction of a national coverage evidentiary system that supports clinically improved health outcomes for beneficiaries.
Oversee the ongoing clinical review of patient care trends and the scientific literature to evaluate existing and proposed Medicare coverage policy and provide clinical support for policy formulation.
Oversee the management and conduct of the Medicare Evidence Development and Coverage Advisory Committee (MEDCAC) meetings.
Direct the development of Medicare coverage policy recommendations based on MEDCAC discussions and recommendations, external technology assessments, and internal review and assessment.
Provide leadership in the communication of Medicare coverage policy and the basis upon which coverage determinations are made to the clinical and scientific community.
Promote coordination between Medicare Administrative Contractors (MACs) to strengthen the local coverage determination (LCD) process.
Oversee the management of the Medicare Coverage Database and other related content on CMS.gov and Medicare.gov for communicating with the public about the Medicare coverage process and national policies.
Serve as a key liaison to leadership from beneficiary and provider groups, medical technology manufacturers, special interest groups, and other external entities with interests in Medicare national and local coverage analyses and determinations.
The Ethics in Government Act, PL 95-521 requires the applicant selected for this position to submit a financial disclosure statement, SF-278, prior to assuming the SES position, annually, and upon termination of employment.
Status applicants must submit a copy of their most recent SF-50, Notification of Personnel Action, which verifies status.
All initial appointments to an SES position are contingent on approval from OPM's Qualifications Review Board unless the selectee has successfully participated in an OPM approved SES Candidate Development Program.

Qualifications
All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. 1. Demonstrated ability to mobilize a team of multi-disciplinary professionals to manage and coordinate all facets of the Medicare coverage process while coordinating this work with other agencies who have related missions. Ability should reflect executive level knowledge and experience coordinating within HHS, CMS, the medical community, and outside organizations on the development, implementation, and alignment of evidence-based coverage policies and related activities.
2. Demonstrated executive level experience in providing authoritative recommendations including comprehensive, balanced analysis on all sides of emerging or precedent-setting issues or developments concerning Medicare coverage of medical technologies and treatments. Experience using medical evidence developed within the clinical research community, and other associated policy issues to improve the care and services for Medicare beneficiaries in all settings.
3. Technical expert knowledge of a comprehensive national coverage evidentiary system that supports clinically meaningful improved health outcomes for Medicare beneficiaries. Demonstrated experience overseeing the ongoing clinical review of patient care trends and the scientific literature to evaluate existing and proposed coverage policy and provide clinical support for policy formulation.
If selected, you will be required to complete an ECQ package by drafting narratives for each of the ECQs for submission and certification by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you will not need to draft the ECQs.
