Duties

Help

As the Supervisory Government Information Specialist, you serve as the HRSA FOIA Officer and provide direction and leadership for the entire HRSA FOIA program.

Your major duties and responsibilities include:

  • Performing the full range of supervisory functions, including human capital management, establishing program goals, planning work to be accomplished, and assigning and adjusting work priorities, etc.
  • Providing oversight and independently ensuring responses to FOIA requests are complete, accurate, timely, and in compliance with the federal, HHS, and HRSA regulations, policies, and procedures; Department of Justice and Office of Management and Budget guidance, and; other applicable regulations, laws, and Executive Orders.
  • Developing policy, program direction, and written technical guidance such as standard operating procedures or other guidance documents for use by agency staff, both intern and external to Executive Secretariat.
  • Staying abreast of recent developments in FOIA law, such court decisions, and legislative resolutions.
  • Analyzing, interpreting, and advising on statutes, case law, rules, and regulations that impact HRSA's FOIA matters.
  • Overseeing and directing updates to the electronic tracking system to ensure that subordinate staff handles all FOIA requests made to HRSA completely, timely, and in compliance with the statutorily mandated 20 working-day response time.

In order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of qualifying specialized experience at the GS-14 level include performing the following types of tasks on a regular and recurring basis: overseeing the implementation of processes and procedures for FOIA requests to ensure complete responses in compliance with current federal statutes and regulations; providing authoritative guidance to organization leadership on current, proposed, or new FOIA-related policies and regulations, and; developing and justifying estimates for resource requirements such as human capital, equipment, office space, support contractors, etc. for a program, division, or organization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

  • FEDERAL GOVERNMENT INFORMATION MANAGEMENT - Interpreting and applying laws, regulations, policies and guidance to provide access to Federal agency records/ information, while ensuring information is appropriately disclosed in accordance with Freedom of Information Act and/or Privacy Act.
  • TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
  • PROGRAM MANAGEMENT - Designs, implements and manages multiple or ongoing programs/projects, and directs the related resources, personnel and activities.
  • LEADERSHIP - Inspires, motivates & guides others toward goal accomplishment; coaches & mentors subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, & respect for individuals by applying these values to daily behaviors.
