Duties

Help

You will serve as a Telecommunications Specialist (CYBER) and be responsible for planning, implementing and operating network services/systems to include hardware and virtual environments.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: 

  • Planning, implementing, and operating network services/systems.
  • Monitoring network capacity and performance.
  • Implementing new system design procedures, test procedures, and quality standards.
  • Integrating new systems into existing network architecture.
  • Providing feedback on network requirements, including network architecture and infrastructure.

Your salary will be set in accordance with the applicable locality pay table for the following locations:

Juneau, AK - GS-11: $71,583-$93,056            GS-12: $85,799-$111,543

Oakland, CA - GS-11: $78,081-$101,503        GS-12: $93,587-$121,668

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

To qualify for the GS-11 Grade Level: Applicants must have one year of specialized experience equivalent to the GS-9 grade level in the Federal service. Specialized experience may include the following:

  • Providing administrative, information resource management (IRM), and technical support to the Coast Guard's HQ, Atlantic, and Pacific Areas for the frequency management program;
  • Overseeing the day-to-day work of the regional spectrum managers and providing direction to ensure accuracy and compliance of their spectrum assignments and frequency planning work;
  • Providing technical supporting the use of radio frequencies for law enforcement, command and control, radio navigation, and distress and safety purposes
  • Managing the Emergency Readiness Program for the use of the radio spectrum during national emergencies, devising plans and initiating action to provide a reserve of assets to support requirements;
  • Responding to inquiries initiated by other users of the frequency spectrum with the objective to protect Coast Guard frequency resources.

OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

OR a combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience.

To qualify for the GS-12 Grade level: Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level in the federal service. Specialized experience may include the following:

  • Managing and providing administrative, information resource management (IRM), and technical support to the Coast Guard's HQ, Atlantic, and Pacific Areas for the frequency management program;
  • Overseeing the day-to-day work of the regional spectrum managers and providing management and direction to ensure accuracy and compliance of their spectrum assignments and frequency planning work;
  • Serving as a technical staff manager supporting the use of radio frequencies for law enforcement, command and control, radio navigation, and distress and safety purposes
  • Managing the Emergency Readiness Program for the use of the radio spectrum during national emergencies, devising plans and initiating action to provide a reserve of assets to support requirements;
  • Responding to problems or inquiries initiated by other users of the frequency spectrum with the objective to protect Coast Guard frequency resources;
  • Managing the procurement and distribution of data material of the International Telecommunications Union (ITU) maritime services publications for the Coast Guard.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

You will receive credit for all qualifying experience, including volunteer experience.

  • Knowledge of maritime communications-electronics systems equipment; techniques and procedures from a practical as well as theoretical viewpoint.
  • Knowledge of program management planning, legal, and administrative regulatory structure governing the use of the radio frequency spectrum for maritime and law enforcement purposes.
  • Knowledge of communications-electronics organizations, and technologies of other government and commercial agencies which utilize radio frequencies.
