This position is located in the HHS OIG Office of Investigations (OI), in Washington, DC. OI conducts criminal, civil, and administrative investigations of fraud and misconduct related to HHS programs, operations and employees, utilizing state-of-the-art technologies and law enforcement tools. OI also provides protective services to the Secretary and participates in the HHS continuity of operations program as well as a full range of public safety and security incident management activities.
Summary
This position is located in the HHS OIG Office of Investigations (OI), in Washington, DC. OI conducts criminal, civil, and administrative investigations of fraud and misconduct related to HHS programs, operations and employees, utilizing state-of-the-art technologies and law enforcement tools. OI also provides protective services to the Secretary and participates in the HHS continuity of operations program as well as a full range of public safety and security incident management activities.
All groups of qualified individuals within the Civil Service (only current Federal Civil Service employees may apply). Additionally, current career Senior Executive Service (SES) members, OPM certified graduates of an SES Candidate Development Program, and individuals with SES reinstatement eligibility are encouraged to apply and may be considered noncompetitively.
The Assistant Inspectors General for Investigations (AIGI), working under the general direction of the Deputy Inspector General for Investigations (DIGI), comprise the OI executive leadership team through which day-to-day OI operations are carried out. As AIGI, you will assist the DIGI in establishing OIG's investigative priorities, evaluating the progress of investigations, and reporting to the Inspector General. You will provide leadership, direction, and guidance to Special Agents in Charge who carry out investigative activities in their assigned geographic area or program portfolio.
Other duties include but are not limited to the following:
Oversee investigations of HHS program related fraud, including Medicare and Medicare fraud, grant and contract fraud;
Oversee sensitive and complex investigations into alleged misconduct by OIG and Department employees, reviews completed reports of investigations to ensure accuracy and compliance with guidelines;
Ensure that all aspects of training, including policy, procurement, coordination, internal development and oversight are completed for all OI employees;
Ensure the desired goals of the OI law enforcement function are achieved with respect to: firearms and their proper usage; control tactics; training and appropriate use of audio and video electronic monitoring equipment and the research and procurement of law enforcement related equipment;
Coordinate special investigations, studies and analyses: with respect to OIG responsibilities and serves as liaison with other Federal, State and local agencies;
Responsible for providing overall objectives, resources and policy guidelines for: information technology resources, programs to retrieve and analyze computer-based forensic evidence, programs to ensure the efficiency and economy in the OIG's Hotline program and OI's management information systems;
Provide executive oversight for the budget formulation and execution for OI headquarters and field operations. Additionally, the AIGI monitors all hiring and personnel procedures as well as the creation of new national field offices;
Represent the DIGI at policymaking conferences with other Department officials, other Federal agencies and/or professional organizations; and
Provide leadership and direction in the absence of other key leadership positions to include any responsibilities for other AIGIs within OI, as designated by the DIGI or acting DIGI.
Registration with the Selective Service (if applicable).
Suitability for Federal employment determined by background investigation.
One year probationary period for initial SES appointment is required.
Public Financial Disclosure Report is required.
Valid U.S Drivers License, Medical Examination and Drug Testing are required.
Qualifications
Age Requirement: The minimum entry age for this position is 21 years of age and the maximum entry age for this position is 36 years of age (the date of appointment must be no later than the date immediately preceding the 37th birthday) unless you have sufficient prior Federal service in a covered law enforcement position.
To be qualified for this position, your résumé must reflect experience in a managerial capacity with responsibility for providing supervisory direction to a large and diverse organization responsible for promoting economy, efficiency, and effectiveness in the administration of programs and operations on a national level and preventing and detecting fraud and abuse in such programs and operations. This experience must be evidenced by sophisticated analytical skills, superior written and oral communication skills, good judgment, and experience in interacting with government and non-government officials. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. At this level, you would have typically been responsible for planning, directing, and evaluating work that included managing and/or supervising other managers.
As a basic requirement for entry into the Senior Executive Service (SES), your résumé must show evidence of progressively responsible leadership experience that is indicative of senior executive level management capability, and that is directly related to the Technical Qualifications and the five Executive Core Qualifications (ECQs) listed below.
Technical Qualifications (TQs): In addition to your résumé, you must submit a separate narrative (3-page limit) that clearly describes how you possess the following TQs --
Mastery of generally accepted investigative principles, techniques, methods, and procedures in order to provide executive leadership to the conduct of extremely difficult complex, and highly sensitive investigations, other technical investigative efforts, and law enforcement functions.
Experience in or knowledge of law enforcement related activities including the following: arrests, search warrants, electronic surveillance, consensual monitoring, undercover operations, emergency operations, protective operations, information management, and computer forensics and the use of information technology as an investigative tool.
Experience in dealing with or representing senior officials of the organization to high-level officials in Congress, Federal, State or local governments, public interest groups, industry, members of the press or media, and/or the general public.

(Competencies: partnering, political savvy, influencing/negotiating)
Fundamental Competencies are the foundation for success in each of the ECQs and should be evident over the course of your résumé: Interpersonal Skills; Oral Communication; Integrity/Honesty; Written Communication; Continual Learning; and Public Service Motivation.
Training Requirement: This position requires that you complete or have completed the 12-week basic criminal investigator course at the Federal Law Enforcement Training Center in Glynco, GA or an approved equivalent. Retention in the position is subject to successful completion of the training.
Firearm Requirement: This position authorizes the incumbent to carry a firearm and must meet the Lautenberg Amendment requirements as described in Title 18, U.S.C. Section 992(g). Candidates who have been convicted of a felony or misdemeanor crime of domestic violence within the meaning of the referenced statute are not eligible for this position.
Medical Requirement: This position requires you to maintain physical fitness standards set by the agency. Physical stamina, excellent eyesight and hearing, and emotional stability are essential. The duties of positions in the criminal investigator series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather.
Federal Law Enforcement Retirement: This position is covered by the special retirement provision for Federal Law Enforcement Officers (FLEO). Candidates without previous FLEO service must be under age 37. Those with current or prior FLEO coverage will be considered only if they can demonstrate that they will have completed 20 years of covered service by the mandatory retirement age of 57. If you have current or prior FLEO coverage, you must submit appropriate documentation (prior SF-50s) that show period of coverage. This position is approved for Secondary Law Enforcement coverage under 5 U.S.C. 8331(20) or 5 U.S.C. 8401(17). Also included is an employee occupying a supervisory administrative position and meets the conditions of 84.803(b). Previous experience in a primary (rigorous) law enforcement position or equivalent outside of the Federal Government is a prerequisite. Coverage only extended in this position immediately follows service in a law enforcement position. FERS applicants for this position must have completed 3 years of service in a primary position in order to continue coverage upon selection.

Veterans' Preference is not applicable to the Senior Executive Service.
Security and Background Requirements: This is a special sensitive position and a top secret clearance is required. A background security investigation will be required for all appointees.
