The incumbent serves as the Office of Audits, Financial Management Division (AUD/FM) Director, within the Office of Inspector General for the U.S. Department of State (Department) and the U.S. Agency for Global Media (USAGM). AUD/FM is responsible for planning, conducting, overseeing, and coordinating performance and financial audits of the Department, USAGM, and the International Boundary and Water Commission, United States and Mexico, U.S. Section (USIBWC).

Duties

Help

As the AUD/FM Division Director (Supervisory Auditor), under the broad direction and supervision of an Assistant Inspector General and/or a Deputy Assistant Inspector General, the incumbent’s duties and responsibilities may include, but are not limited to the following:

  • Planning, directing, and administering the comprehensive audit program of the AUD/FM Division.
  • Planning, scheduling, conducting, and reporting on comprehensive audits, evaluations, and special inquiries of Department, USAGM, and USIBWC activities.
  • Delegating assignments to subordinate supervisors who serve as Audit Managers.
  • Ensuring that the audit standards, procedures, and guidelines established by the Government Accountability Office (GAO) and the Office of Inspector General (OIG) are fully followed and implemented by AUD/FM Audit Managers and staff members.
  • Planning and ensuring the accomplishment of the oversight of external contractors that are performing audits on behalf of OIG, including audits of the Department’s, USAGM’s, and USIBWC’s annual financial statements. Ensure the oversight of contractors complies with the IG Act and GAO guidance. Ensure that financial statement audit opinions and other reports prepared by the external contractors are technically accurate and comply with professional standards.
  • Reviewing and modifying audit reports, as needed, that are prepared by AUD/FM members or contractors working on behalf of OIG to ensure that issues identified during the audit are reported clearly and accurately and to ensure that the report complies with GAO standards and OIG policies.
  • Carrying out a full range of supervisory responsibilities as expected of supervisors in the Federal government. For example, setting priorities and deadlines for work to be accomplished; making assignments based on established priorities; ensuring that the work of AUD/FM members is carried out in a timely and fully satisfactory manner; evaluating and preparing formal performance appraisals of Audit Managers; identifying training and developmental needs of staff members; carrying out all Equal Employment Opportunity (EEO) requirements; and hearing grievances and providing conflict resolution.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-14 level in the Federal service. Qualifying specialized experience must demonstrate the following:

  • Experience in interpreting and applying professional accounting/auditing standards to include the Generally Accepted Government Auditing Standards and American Institute of Certified Public Accountants’ standards.
  • Experience in overseeing and directing audit teams conducting difficult assignments that typically involve interrelationships between programs, systems, functions, and policies. Activities include reviewing and evaluating the performance entities’ assigned functions.
  • Experience in independently conducting comprehensive audits and evaluations that include the identification and analysis of numerous factors, such as recommending approaches and proposing possible solutions involved in programs or operations.
  • Experience in leadership and management functions such as balancing workloads and commitments, evaluating employee performance, supporting EEO initiatives, hearing and resolving employee complaints, and identifying employee professional training needs.

BASIC QUALIFICATION REQUIREMENTS: A. Applicants must have a degree from an accredited college or university in auditing OR a degree in a related field such as business administration, finance, or public administration or accounting;

OR B. Combination of Education and Experience: Have at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge AND meet 1 or 2 below:

  1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination.
  2. Completion of the requirements for a degree that included substantial course work in accounting or auditing, (e.g., 15 semester hours).

  • Ability to verbally communicate effectively to present briefings, lead meetings, and represent OIG internally and externally at functions or events.
  • Ability to communicate effectively in writing to develop clear, concise, and accurate audit reports that are appropriate to the type of audience using the audit report.
