Summary

As a Program Management Specialist, you will perform the following duties:
Serve as the Deputy Station Manager over the mission and operation of a government-owned, contractor operated satellite tracking station. Provide authoritative guidance in program and project management; establish timelines, goals, and milestones and assess team's movement in completion of these areas; and evaluate the effectiveness of programs and operations, including management/organizational efficiency.
Assist in the coordination of resources to execute assigned programs and projects within associated physical and fiscal constraints. Oversee project resource requirements, purchasing, and financial activities; and coordinate work issues with other technical division personnel in areas of scheduling and cost control.
Provide guidance to management in developing policies, establishing guidelines, and determining program direction. Create policies for the site and for local application in such areas as safety, environmental, security acquisition, property management, and mitigation of risk to operations.
Monitor contractor and subcontractor performance in all aspects of operations and maintenance. Conduct evaluations with respect to established contractual metrics to include analyzing positive and negative trends and developing formal recommendations for improvements. Work with Contracting Officer's Representatives (CORs) or alternate COR for the operations and maintenance (O&M) contract or other contracts.
Required to pass a background investigation and fingerprint check.
Must be suitable for Federal employment.
Must be registered for Selective Service, if applicable (www.sss.gov).
Time-in-grade/band must be met by closing date of announcement.
If selected, required to complete OGE Form 450 financial disclosure.
This position requires a Non-Critical Sensitive Security Clearance.
Required to obtain and maintain a Secret clearance in order to carry out COMSEC Custodian job duties. Position may require COOP or Emergency designation.
This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZA-4 is equivalent to the GS-13/14.

To qualify at the ZA-4 or GS-13 level:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
Participating in providing program/project management support for complex technical operations to include budgeting and monitoring financial activities;
Facilitating the achievement of program goals and milestones through a contractor support workforce to include participating in evaluating contractor performance;
Providing technical support in developing and implementing program and administrative policies and operating procedures that support mission requirements; and
Assisting in evaluating and reporting on program and operations effectiveness utilizing quantitative and qualitative analysis methods.
