The incumbent reports directly to the Head of Administrative Services. The technician provides both routine and non-routine service to the facility through the movement of collections and other materials within the NAVCC complex, between the NAVCC and other Library of Congress facilities, or other locations as needed. The incumbent is responsible for the safe and timely delivery of all items entrusted to him/her to the correct location and to the attention of specific personnel or units. As part of scheduled or non-scheduled trips, incumbent may be assigned to transport Library staff and others to and from other Library facilities or to and from public or private facilities for meetings, training, or other assignments. The incumbent is required to have a valid driver's license.

In performing the duties of this position, the incumbent exercises care to ensure that government property, especially recorded sound and moving image collection materials from the Library's expansive and valuable collections, are properly handled and kept secure to avoid loss or damage. Routinely transports supplies, collections materials and other Library-related documents and items between Library of Congress facilities. As necessary, assists with the logistical set up for Center events.

Works under the guidance of a trainer, and is progressively introduced to more difficult material until all materials processed are mastered. Participates with supervisors and managers throughout the NAVCC to establish and adjust routine pick-up and delivery schedules and to plan for unexpected arrivals or departures of supplies, materials, and equipment to and from the NAVCC. Under the guidance of supervisor, builds effective materials-handling procedures with various sections within the NAVCC and the Library. Ensures clear, regularized communications with staff concerning the movement of materials and collections throughout the facility.

Assists in the delivery of material transferred from off-site storage for processing or disposition, stamping items for identification and security, handling and identifying material to be accessioned. Assists with packing both Library and client materials appropriately for the medium being shipped; completing, filing and distributing appropriate shipping information to Library offices, shipper and receiver; expeditiously moving materials to loading dock for pick-up. Assists with the acceptance, unpacking, inspection and proper routing of both collections and other materials received at the NAVCC, maintaining standardized tracking, receipt and routing records in an effective and efficient manner. Assists in reboxing, labeling and shelving collections as needed. Works closely with higher-graded employees and the section heads and processing technicians to ensure delivery of materials to and from vaults, offices and processing centers throughout the NAVCC facility.

Works collaboratively with shipping firms to ensure prompt pick-up and delivery of shipped items. Identifies obvious damage to equipment and materials through visual inspection. Inspects incoming shipments for quantity, quality, and condition; sorts and directs materials for appropriate storage, processing or routing. Marks materials in accordance with standard operating instructions.

Uses manual and/or automated material handling equipment such as manual dollies, manual pallet jacks, electric pallet jacks, and hand tools.

Orients and provides information to patrons about specialized programs at the NAVCC, visitor registration procedures, physical layout of the NAVCC facility, and directions to other library locations. Answers routine directional questions. Assists readers in using computerized searching tools. Assists with the set-up and dismantling of public exhibitions and displays, and assists patrons participating with NAVCC programs. Verifies the credentials of all visitors and directs or escorts visitors to appropriate offices as needed. As an employee of the Library of Congress and the National AudioVisual Conservation Center, exhibits tact, diplomacy, courtesy and initiative in all interactions with associates inside and outside the organization.

The work involves lifting light to moderate items into and out of vehicles, carts, dollies and other conveyances, some walking, standing, bending, or carrying materials of various types.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Knowledge of collection materials handling processes and procedures.**

Ability to provide customer service.

Ability to receive, locate, store, ship, load, unload, and package materials.**

Ability to operate powered and manual materials handling equipment.

Ability to use computerized search tools, web-based tools and databases.

Ability to communicate effectively other than in writing.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
