Summary

The Network Material and Non-Expendable Manager (NMM) is a senior logistics and supply chain management (SCM) advisor to the Network Chief Supply Chain Officer (CSCO) with particular emphasis on logistics operations and management of non-expendable equipment in a Veterans Integrated Service Network (VISN). Provides oversight, guidance, program management and leadership in operations and planning activities for all VISN and VA HCS SCM non-expendable (NX) programs.

Help

The Supply Management Specialist provides oversight, guidance, program management and leadership in operations and planning activities for all VISN and VA HCS SCM non-expendable (NX) programs. This includes analytics, standardization of business processes, performance measurement/management, quality assurance/compliance, and reporting within the VISN. Monitors and manages the performance and measurement functions in all VISN facilities including all aspects of commodities management and/or equipment standardization activities (including requirements determination, acquisition planning/coordination/oversight, purchasing, etc.). Ensures best practices are disseminated as appropriate, utilizing continuous quality improvement principles and practices such as Lean Six Sigma. Supports and facilitates education and training opportunities for staff in all logistics areas, particularly logistics operations and NX management. Evaluates equipment/lifecycle management, inventory accountability, and field support for VA HCS within the VISN catchment area. Develops or supports the development of policies and procedures to be promulgated to the field from information accumulated during on-site visits to field organizations and from analysis of periodic reports from the field. Oversees and conducts quality assurance on the utilization of computerized equipment management systems throughout the Network. When deficiencies arise, creates and executes remediation strategies with and through subordinate staff. Performs system analyses of complex logistics programs. Integrates new replacement logistics IT systems with legacy systems and data, sustaining existing systems until final transition, which includes the management and maintenance of new systems. Conducts logistics audits, quality assurance, compliance reviews and program effectiveness/efficiency reviews of all VISN activities to ensure they realize performance goals. When indicators reveal improvement opportunities, acts as the catalyst and coordinates on behalf with facility leadership to ensure these opportunities are realized. Develops and conducts briefings to senior executive leadership. Leads or serves on a variety of VISN, regional, or national workgroups to identify and promulgate best practices, develop training materials, metrics, and other tools. Works closely with the VISN financial organization to ensure VISN goals are realized. Ensures recommendations are financially viable and prepares business case analyses (BCA) and return on investment (ROI) calculations. Monitors and manages the performance and measurement of strategic sourcing program in all VISN facilities including all aspects of equipment standardization activities (including requirements determination, acquisition planning/coordination/oversight, purchasing, etc.). Provides oversight of VISN programs to include a variety of duties supporting the Logistics Program throughout the VISN. This responsibility includes development of SES performance standards and for development of Logistics performance initiatives within 8 complex healthcare systems. Assists the CSCO in planning for, organizing and facilitating acquisition of resources and distribution of equipment and other services needed to support VISN response and recovery efforts for VISN facilities. Supports the CSCO in the development and execution of a VISN wide emergency logistics response plan, to include the development of facility level plans that support each facility and when required, other facilities within the VISN. Performs other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/15/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Evaluating equipment/lifecycle management, inventory accountability, and field support for VA HCS within the VISN catchment area; Preparing directives and instructions pertaining to equipment accountability and inventory management procedures; Performing complex analytical studies, financial analyses, program planning, and outcome evaluations; Developing reports, white papers, memorandum and other documents identifying areas of opportunity and recommending courses of action and Conducting logistics audits, quality assurance, compliance reviews and program effectiveness/efficiency reviews of all VISN activities to ensure they realize performance goals.
