Summary

This position is that of Environmental Engineer for the Great Plains Area Office of Environmental Health and Engineering, Division of Sanitation Facilities Construction, Indian Health Service, Sioux City District Office. The purpose of this position is to assist in project development, design, construction, as-built development, and project training of individual and community water supply, wastewater disposal and solid waste disposal facilities.

Help

This position will support the Federal Government's response efforts to COVID-19.

  1. Serves as the Project Engineer in the planning, design, and construction of sanitation facilities construction projects on assigned reservations.
  2. Acts as Contracting Officer's Representation for construction contracts to verify quantities, reporting and record keeping, construction safety, public relations, fiscal project integrity and warranty inspections.
  3. Responsible for complete scheduling of all phases of sanitation projects including multiple contracts resulting in timely construction of sanitation facilities.
  4. Performs topographic and alignment surveys and engineering calculations to arrive at detailed designs; prepares operation and maintenance manuals for community facilities; and supervises engineering technicians, draftsmen and summer students.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
GS-07: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-05 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Collects and analyzes data such as soil testing, slope and earth pressures, chemical nature of waste or water and specific requirements with respect to physical factors, etc. Completes field data collection surveys using GPS, electronic total station and data collector. Prepares concepts, preliminary and final design analyses, drawings, quantity estimates, outlines and project specifications. Prepares technical specifications of construction materials, estimate type, capacity, and cost of construction, equipment and materials. OR, a Bachelor's degree with Superior Academic Achievement; OR, completed at least one full year of graduate level education in a related field.

GS-09: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Utilizes the PC and CADD software to download the field data and integrate with modeling software to complete facility design. Attends stakeholder meetings. Complete or directs the completion of necessary construction staking of the work site. Conducts frequent inspection during construction to insure that work being done is consistent with the plans and specification, process construction progress payments, and conducts pre-final inspections. Preforms frequent site visits and investigates malfunctioning water and sewer system components and makes preliminary diagnosis. OR, a master's degree or equivalent graduate degree OR, completed 2 full years of progressively higher level graduate education leading to a master's degree in a related field.

GS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Conducts preliminary and final design analysis, drawings, quantity estimates, outline and project specifications. Performs frequent site visits and investigates malfunctioning water and sewer system components and make preliminary diagnosis. Estimates cost, manpower, and material necessary to correct malfunctioning systems and submits recommendations to more senior engineers. OR, a Ph.D. or equivalent doctoral degree OR, completed 3 full years of progressively higher level graduate education leading to a Ph.D. in a related field.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.

This position is covered by a Bargaining Unit.
