This position is located in the Bureau of the Fiscal Service (FS), A/C Debt Management (DMS), Deputy Assistant Commissioner. The incumbent serves as the Director of the Debt Collection Operations Division. There is one position available which can be filled in Washington, DC; Austin, Texas; or Birmingham, Alabama.

As a Program Manager, you will:
- Carry out the full range of supervisory and technical duties required to ensure the efficient and effective flow of work and program success.
- Provide leadership, guidance and direction to managerial and operational personnel who are engaged in highly specialized work in adherence with the Debt Collection Improvement Act (DCIA) of 1996.
- Lead by example in creating a work environment where all employees are afforded opportunities, encouraged to contribute, given greater responsibilities in how they accomplish the work on a day-to-day basis, and held accountable for their output.
- Identify and resolve unique issues where no policy exists, taking innovative actions to address new needs and or issues.

Qualifications

You must meet the following requirements within 30 days after the closing date of this announcement.

Specialized experience for the GS-15 grade level is defined as one year of experience at the GS-14 grade level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes providing leadership, technical guidance, and expertise in managing a wide range and diverse operations program and integration of new and existing software systems.

Examples of such experience could include:
- Experience managing a program or initiative, that is implemented across the federal government and/or the states, focused being a catalyst to process and resolve delinquent debts owed to the federal government); OR
- Experience with Debt Management programs and systems, and principal Federal statutes and regulations governing collection of Federal non-tax debt (Federal Claims Collection Standards, Debt Collection Improvement Act, Federal Debt Collection Procedures Act, etc.); OR
- Experience managing customer relationships (e.g., Federal or State Agencies, Inspectors General, Financial Industry or the General Public); OR
- Experience delivering solutions through requirements gathering and data analysis to meet customer expectations and enabling process improvements and increased efficiency and effectiveness; OR
- Experience providing leadership to inspire, motivate, and guide others.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 grade level, you must have been at the GS-14 grade level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- A one year supervisory or managerial probationary period may be required.
- Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
- Obtain and use a Government-issued charge card for business-related travel.
