Duties

Help

As a Management and Program Analyst at the GS-0343-11 level, some of your typical work assignments may include:

  • Analyzing and evaluating the effectiveness of program operations in meeting established goals and objectives;
  • Researches and investigates new or improved business and management practices to apply to programs and operations;
  • Provides advice, guidance, and assistance to management officials;
  • Develops program evaluation plans, procedures, and methodology; and
  • Analyzes and summarizes significant trends and issues.

Qualifications

GS-11 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 grade level is required to meet the time-in-grade requirements for the GS-11 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

You may qualify at the GS-0343-11 level, if you fulfill the following qualifications:

A. Have at least one year of specialized experience at or equivalent to the GS-09 level of the Federal Service performing duties related to the following: 1.) Evaluating program operations to determine if established goals and objectives are met; 2.) identifying efficient and effective methods for accomplishing program objectives; 3.) collaborating with stakeholders and management to implement initiatives and resolve issues; and 4.) assisting with developing and/or modifying program policy, directives, and regulations. OR

B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Finance, Accounting, and Business Administration (MUST SUBMIT TRANSCRIPTS); OR

C. I have a combination of education and specialized experience as listed above (MUST SUBMIT TRANSCRIPTS).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirements for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
