WHAT DOES A MANAGEMENT AND PROGRAM ANALYST? As a Management & Program Analyst you will be responsible for accomplishing various analytical studies and/or projects relating to substantive, mission-oriented programs of the Internal Revenue Service. The studies or projects involve complex programs, systems or issues and have impact on multiple IRS locations and/or organizations. In this role you will coordinate the impact of the project with employees and managers in all affected areas within the Service and with individuals and organizations outside the Service. Specifically, you will use your analytical and technical skills to conduct in-depth analyses of project data, requirements, and impact and you will identify problem areas and determine how to resolve them.

WHAT IS THE LARGE BUSINESS AND INTERNATIONAL (LB&I) DIVISION OF THE INTERNAL REVENUE SERVICE? The Large Business and International (LB&I) business unit provides service and enforcement activities to support tax compliance of businesses and related entities with assets of $10 million or more, as well as small U.S. businesses engaged in international, U.S. citizens abroad, and foreign persons and businesses with a U.S. tax requirement.

As a Management and Program Analyst, you will:

  • Meet with managers and executives within the Service to define the overall goals and objectives of the project.
  • Prepare complex action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies.
  • Prepare recommendations for resource requirements to accomplish the project; negotiates with managers of various components of the Service to obtain needed resources and support.
  • Plan, coordinates and establish operating methods and procedures for accomplishment of project mission; as needed, directs the development and accomplishment of employee training relating to the project.
  • Establish a system to review, control, and report on project status; Monitors project status and adjusts work plans for project accomplishment.
  • Prepare, formulate, and/or manage budget/financial resources specific to, or in addition to, assigned program(s) and/or project(s).
  • Conduct in-depth analyses of project data, requirements, and impact; identify problem areas and determine how to resolve them; Prepare agency directives, IRM issuances, memoranda, service-wide policy statements, and other written guidelines and recommendations relating to the project.
  • Conduct briefings and prepare comprehensive reports to keep managers and executives advised of project plans and progress and to communicate findings and recommendations.

Qualifications

You must meet the following eligibility and basic qualification requirements by the closing date of this announcement.


GS-14 LEVEL:
You must have 1 year specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes experience of analytical and evaluative methods and techniques, qualitative and quantitative; sufficient to accomplish projects or studies broad in scope and magnitude. Experience with applying Federal, state and/or municipal laws and regulations; Experience with utilizing/applying management principles and processes to perform project management duties and to coordinate and integrate project objectives and recommendations; Your experience must include oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations. Experience working with others to maintain harmonious relationships with all parties, and to communicate both orally and in writing.

- The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

CONDITIONS OF EMPLOYMENT:

  • Undergo an income tax verification and review of prior performance/conduct.
  • Tour of Duty:  Monday - Friday, 8:00 a.m. - 4:30 p.m.
  • Must meet IRS telework eligibility requirements.
