Duties

Help

The Statistician position is located in the VA Office of Inspector General’s (OIG) Office of Healthcare Inspections (OHI). The incumbent is responsible for conducting reviews and evaluations of VA facilities and programs in response to allegations; interests of the Inspector General, Secretary, or Congress; or as a follow-up to previous reviews. The incumbent provides statistical leadership to OIG staff on projects and initiatives that require statistical expertise, as well as assisting on study design, data collection, and statistical data analysis and interpretation.

As a Statistician, you will:

  • Serve as the OIG’s authoritative source in statistical areas with respect to all phases of study design, data analysis, and statistical interpretation of the results relating to projects under consideration. Evaluate study proposals in terms of appropriateness of study design, outcome measures, data collection and analysis methods, and quality control. Provide analytical leadership to OIG staff on the use of complex statistical and epidemiologic techniques. Perform statistical review of OIG reports.
  • Initiate, design, plan and/or conduct rigorous, complex studies based on upcoming comprehensive healthcare inspections, national reviews and evaluations, and Hotlines; controversial or new medical techniques or technologies; and areas of interest of the IG, Secretary, or Congress. Study highlight the impact upon the veteran population and the level of risk to which, a medical facility may be exposed. Study typically focus on nationwide practices throughout all VA medical facilities and are specific to the unique health care needs and requirements of the veteran population.
  • Lead the application of analytic techniques and define study objectives and strategic direction where no clear precedence exists. Determine data requirements for the project, which requires knowledge of the available data sources and the ability to translate the aims of the project into specific data-preparation tasks.  Prepare data for the project, which requires merging and integrating data files from different platforms including the VA Corporate Data Warehouse (CDW), constructing and modifying variables appropriate to analyses, and carrying out internal consistency checks.  Exercise independent judgment in matters of variable definitions and methods of analysis, interprets, revises, develops and applies applicable policies for specific areas of work, and applies appropriate statistical techniques for data analysis.  Apply extensive knowledge and experience to integrate and report statistical data.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13grade level in the Federal service. Specialized experience for this position includes: 
- Conducting studies requiring analysis of statistical data for program requirements; AND
- Utilizing various software and computer platforms to prepare analytical data files, perform statistical data analyses and report findings; AND
- Checking the data integrity used in the analyses, review analytical results for accuracy and completeness.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

Education

You must meet the minimum basic education and/or work experience requirements for professional Statistician series in the Federal government. (Attach a copy of transcript(s) or a list of college courses designating semester or quarter hours earned to ensure proper credit).

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
