  • Supports the Department's strategic goals to ensure USDA-RUS-Telecom programs are delivered efficiently, effectively, and with integrity and a focus on customer service; including planning, organizing, leading and coordinating activities.
  • Performs supervisory duties in accordance with USDA requirements and Rural Development guidance to ensure fairness, cooperation, and respect toward internal/external customers, employees, and coworkers in the performance of official business.
  • Maintains a high performing workforce through employee engagement and empowerment.
  • Remove obstacles in USDA programs by reducing regulatory burdens and streamlining processes.
  • Develop sustainable training and core competencies of staff order to improve the quality of submitted RUS-Telecom loan and grant applications.
  • Reports to Deputy Assistant Administrator Telecom, Loan Origination and Approval Division encouraging organizational change, strategic planning and results driven management.
  • Works with assigned General Field Representatives (GFRs) to perform outreach as needed in order to promote RUS Telecom programs.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

For GS-14 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-12 grade level; or its non-Federal equivalent that demonstrates: Experience in overseeing program activities and coordinating and implementing a full range of financial and engineering analysis, reviews, or studies related to providing loans, loan guarantees, and private financing transactions for the construction and operation of telecommunications and broadband systems in rural areas. There is no substitution of education for experience at the GS-14 level.
