Help

Duties to include but are not limited to;

  • Provides for the overall administrative management for the organization
  • Interprets administrative policies, developing/implementing local policies, defining administrative requirements and/or providing advice to top management on related issues.
  • Assists managers and staff in projecting staffing needs, writing functional statements/position descriptions, developing job analyses, preparing performance plans and appraisals and handling other labor relations issues.
  • Serves as back-up timekeeper
  • Plans and conducts management and quality improvement studies and analyses to determine impact on service.
  • Compiles and analyzes facts, develops action plans, and performs coordination of quality initiatives for clinical staff.
  • Adapts analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
  • Completes labor mapping and certification needs in support of managerial cost accounting and decision management for clinical service.
  • Provides for the budgeting and financial management of the service, including formulation, justification, and execution.
  • Participates with managers in reviewing office needs, plans and goals to develop budget data and justification for review and approval.
  • Reviews and evaluates completed staff actions(memos, reports, studies, fact sheets, information, papers) for overall quality of the document.
  • Reviews, analyzes and interprets incoming requests, recommends appropriate action or suggests appropriate alternative based on knowledge of internal operations, policies, budgetary constraints and work priorities.
  • Manages procurement and contracting for the service to include preparing procurement requests, evaluation proposals for work, and acting as COR for procurements.
  • Applies analytical and evaluative principles, concepts methods and techniques to issues or functions related to office administration.
  • Management analysis principles and concepts, organizational structure and individual program responsibilities with agency in order to conduct studies and evaluations regarding medical facility operations and activities.
  • Develops and recommends ways to improve the effectiveness, efficiency and timeliness of work operations
  • Performs other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:

  • Specialized Experience: One (1) year of specialized experience equivalent to at least the GS-09 federal grade level is required. This experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of administrative office, performing such duties as program operations, human resources management, budget and financial management work, procurement and contracting, and administrative management.OR,
  • Three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in Business or a related field, to substitute for the experience required for the GS-11 level. OR
  • A combination of specialized experience and education which is qualifying at the GS-11 level

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers, books, small parts or driving an automobile, etc. No special physical demands are required to perform the work.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
