Help

  • Receives collections and deposits, makes cash disbursements, receives and distributes salary checks to employees and performs clerical and bookkeeping tasks incidental to such functions
  • Receives cash, money orders, checks, cashier's checks, foreign money, foreign checks, and various other types of negotiable paper, as payment of debts due the United States or as deposits to personal funds of patients
  • Makes cash and check payments for beneficiary travel, withdrawals of Personal Funds of Patients, employee travel, and other payments as authorized
  • Responsible for the cash advance by the Regional Disbursing Office for disbursing purposes and all receipts received at the station that are delivered for safekeeping prior to deposit
  • Makes cash advances to the alternate cashiers, imprest fund cashier (when necessary), and other employees as designated by the Director to make petty cash purchases
  • Examines vouchers, invoices, claims and other requests for payment for accuracy, adequacy of documentation or citations, and compliance with regulation
  • Determines the method of processing collections and the appropriation to be used on receipt
  • Determines if the instrument used is acceptable to the Treasury Department (cash, money orders, personal checks, etc.)
  • Ensures that payments are made to the correct individuals as stated on the vouchers paid
  • Maintains security of the cashier advance through established procedures (setting alarm, locking dead bolt and only allowing authorized individuals into the cashier office)
  • Performs detailed analysis and reviews transactions in assigned accounts
  • Prepares worksheets showing the analysis performed or prepares report to the supervisor; determines cause(s) of problems and takes corrective action for discrepancies
  • Ensures clerical correctness of travel vouchers and supporting papers
  • Obtains required missing information, signatures and supporting documents when necessary, corrects errors, justifies and readies vouchers for replenishment
  • Maintains comprehensive records of replenishment transactions
  • Researches, takes or coordinates corrective action as needed
  • Daily reconciles cash advance to the U.S. Treasury Advance to assure accuracy of disbursement to that day
  • Monthly reconciles the replenishment to prepare the report of disbursements to Treasury
  • Daily reconciles subsidiary hard copy documentation (checks and cash) in the SF 215 with computer generated reports
  • Researches discrepancies and makes the necessary adjustments
  • Reviews detailed listings of outstanding transactions and reconciles to the computer-generated SF 215 before approving the deposit
  • Researches any discrepancies and make necessary adjustments to reconcile the subsidiary and advance
  • Prepares drafts and reports required by Treasury Department

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/16/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-05, in the normal line of progression for the occupation in the organization. Examples of specialized experience typically include, but are not limited to: making cash payments, accepting checks, depositing funds to various accounts, balancing accounts, mailing checks or delivering checks personally, and following security procedures to safeguard funds OR,
  • Education: You may substitute education for the required experience. To qualify based on education for this grade level you must have completed at least 9 semester hours of graduate education in a field that is directly related to the work of this position OR,
  • Combination: You may also combine education and experience to qualify at this level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:
The work of this position is usually performed in an office setting and is primarily sedentary with some carrying of computer reports, boxes and ledgers.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service.
