Summary

The incumbent serves as an Agricultural Marketing Specialist, conducting investigations and special projects for the Agricultural Marketing Service's (AMS) National Organic Program's (NOP) Compliance and Enforcement Division. This position is based in Washington DC. Relocation will be paid. Do not apply for this position unless you are willing to move to the Washington DC area. Duties

Help
  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Assess the validity of complaints using NOP regulation 7 CFR 205 and Organic Foods Production Act (OFPA) to prevent unfair trade practices, protect and preserve free and open competition and prevent chicanery and product misrepresentation.
  • Conduct investigations of alleged complaints, trade practices, and violations of the NOP regulation and OFPA.
  • Assist with the execution of investigative policies, practices, procedures, methodologies, and techniques concerning cases of violations of the regulation by accredited certifying agents, producers, handlers and State Organic Programs.
  • Assist in the development of NOP compliance and enforcement policies and procedures.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Experience applying the National Organic Program regulations at 7 CFR Part 205.
  • Experience reviewing records to evaluate agricultural crops (produce and grains), livestock, agricultural materials, and/or processing or handling organizations or programs for compliance with organic regulations and policies.
  • Experience writing compliance, investigative, audit, or inspection reports for crop, livestock, or livestock handling operations.
Note: There is no education substitution for this grade level.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Experience assessing USDA certifier or certified farm, ranch, or processor compliance with the Organic Foods Production Act of 1990 and the USDA organic regulations.
  • Experience reviewing and analyzing complex documents, conducting and documenting interviews, documenting investigative results, and making recommendations for enforcement actions for crop, livestock or livestock handling operations.
  • Experience designing investigative plans, gathering evidence, and conducting investigations to evaluate allegations of regulatory violations for crop, livestock, or livestock handling operations.
  • Experience writing briefing papers; policy statements; correspondence; and executive summaries that communicate technical content to managers and decision-makers.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:

  • Technical Competence
