Duties

Help
  • Initiates, plans, manages, and conducts activities to detect (by way of analysis).
  • Deter and mitigate actions by DoD personnel who may represent a threat to national security.
  • These threats encompass potential espionage, violent acts against the Government or the Nation, and unauthorized disclosure of classified information.
  • Incumbent utilizes DoD (DITMAC Systems of Systems) and national Insider Threat systems and tools.
  • Collects, evaluates, and analyzes information and reports in an effort to identify potential and/or actual insider threat activities.
  • Refers substantiated investigations to appropriate management, counterintelligence, Counter-Insider Threat Program Manager, and/or law enforcement agencies for further actions.
  • Administers insider threat and network user activity monitoring (UAM) collection requirements specific to DoD OIG.
  • Reviews UAM generated data to identify anomalies potentially indicative of an insider threat.
  • Analyzes the anomalous behavior and prepares analytical findings and assessments for review by the DoD OIG Counter-Insider Threat Program Manager, Counter-Insider Hub members, DoD OIG senior leaders and DITMAC.
  • Proactively identifies and assesses potential threat information, recommending mitigation efforts, and incorporating findings into formal reports.
  • Conducts analysis in support of operational activities to assemble, correlate, evaluate and assess information concerning counterintelligence related insider threats against DoD OIG personnel, programs, information systems or facilities.
  • Identifies and evaluates intelligence gaps in insider threat information.

  • Males born after 12/31/1959 must be registered for Selective Service.
  • Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret/SCI security clearance.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with the DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • If you have not previously completed a probationary period with the Federal government in a similar position, you will be required to serve a 2-year probationary period.

Qualifications

Specialized Experience Definition: You must have one year specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service managing or implementing insider threat program. This includes collecting, evaluating, and/or analyzing information and reports in an effort to identify potential and/or actual insider threat activities; refers investigations to appropriate management, counterintelligence, and/or law enforcement agencies for further actions. Administers insider threat and network user activity monitoring collection requirements specific to an Agency/Component.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (for example, Peace Corps or AmeriCorps) and other organizations (such as professional, philanthropic, religious, spiritual, community, student, or social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualification and time-in-grade (if applicable) requirements must be met by the closing date of this announcement.
