Duties

Help
  • Provides management advisory services regarding appropriate disciplinary and other corrective techniques that are responsive to a wide range of conduct based and performance problems.
  • Explains rules and regulations, procedures, rights and obligations to both management and employees.
  • Conducts employee fact finding and administrative investigations which involve alleged employee misconduct cases.
  • Uses a wide range of HR techniques to analyze case law, principles, practices and regulations sufficient to perform detailed analyses and to draw conclusions based on the legal issues, problems, and situations of the case.
  • Serves as technical representative to advise management on legal issues and processes during mediation involving alleged Equal Employment Opportunity (EEO) violations.
  • Reviews policies, regulations, and directives from higher authority and interprets for regional application.
  • Conducts research and provides advisory opinions in all areas of employee relations to management.
  • Advises management on complex employee relations issues involving the interpretation and adapting of personnel policy to specific situations, regulatory compliance, and employee rights.

Qualifications

Specialized Experience Requirement:

For the GS-12 Level: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Examples of specialized experience include meeting one or more of the following: Researched and interpreted substantive decisions and/or legal opinions that various courts and administrative bodies have rendered to advise management on employee relations issues; Provided management advisory services regarding appropriate disciplinary and other corrective techniques that addressed a wide range of conduct and performance based problems; Analyzed case law and employee relations policies and regulations to craft defensible solutions to issues related to performance and conduct.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed.
