Duties

Help

As Computer Engineer (Cloud/Solutions Architect), you will:

Serve as the principal solutions architect for the modernization, design and implementation of enterprise public health, data and administrative computer engineering solutions and services and provides necessary leadership, high-level research, analysis and design tasks related to those solutions and services;

Create strategies for leveraging new and upcoming computer engineering and computational technologies and ensuring recommendations are in compliance with information technology (IT) best practices, and standards;

Enable architecture activities and create deliverables that guide and establish the strategic direction of the agency's IT and data modernization activities driving targeted outcomes;

Ensure that targeted business and public health outcomes are met through strategic direction of the organization's technology portfolio of "to be" and "as is" solutions in collaboration with systems development, shared infrastructure services, shared application services, cybersecurity and public health programs;

Manage and develop architectures for a broader scope of projects, working closely with application and data architects that manage and design architectures for a single project or initiative;

Identify innovative solutions and ensure their implementation to benefit the overall goals of the organization and enterprise with a focus on understanding business and public health and administrative drivers and capabilities (current and future state);

Collaborate on the development of and implement the organization's research and development policies, objectives, and initiatives as applied to solution architecture;

Provide significant oversight and technical leadership of CDC's enterprise architecture and services and overall high-level technical expertise in computer and computational systems engineering that advance CDC's mission;

Apply professional computer and computational engineering knowledge of modern computer hardware balanced with applicable software engineering expertise in computer programming, hardware and software architecture design, cloud-based infrastructure configuration, and cloud security design with the ability to translate these easily into business and public health capabilities;

Serve as a solution architect and contribute to the ongoing shaping the CDC's comprehensive cloud computing strategy as it enables mission-direct IT and data modernization goals;

Determine corresponding national and/or enterprise system designs and change requirements to drive the organization's targeted public health outcomes;

Design and lead the implementation of solution architectures across a group of specific public health or administrative applications or technologies based on enterprise public health and IT strategy, capabilities and requirements;

Analyze the business/public health IT environment to detect critical deficiencies and recommend solutions for improvement;

Assign work to subordinates based on priorities, considering difficulty and requirements of assignments as well as the capabilities of employees.

Qualifications

To meet the qualification requirements for this position, your resume should emphasize levels of responsibility, scope, and complexity of programs managed, program accomplishments, and results. ST candidates are expected to possess a graduate degree, significant experience, and a national or international reputation in their field.

BASIC QUALIFICATIONS:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

In addition to meeting the basic qualification requirements, applicants must also meet the minimum qualification requirements described in the specialized experience statement below.

SPECIALIZED EXPERIENCE:
Candidates must have at least three (3) years of specialized experience in, or closely related to, the duties of the position described in the vacancy announcement. This specialized experience is at a level related to the work of this position that has given you the particular knowledge, skills, and abilities required to successfully perform the duties of the position include providing strategic direction for solving complex mission driven enterprise challenges through engineering cloud solutions and architectures, for innovative information technology (IT) and data solutions delivered in a modern IT development context with shared infrastructure and application services.

At least one (1) year of this experience must have been in planning and executing difficult programs of national significance or planning and executing specialized programs that show outstanding attainments in the field of research or consultation.

Additional Information documented in your resume:
Evidence of national or international expertise in your field such as authored fundamental papers in the field of expertise that are widely used and cited; received significant honors from major organizations for his/her accomplishments and contributions; and is sought as an advisor and consultant on scientific and technological issues.

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQ's):
This position also requires that you have PTQ's that represent knowledge, skills, and abilities essential for success in this role. The following PTQ's must be evident in your resume to evaluate your qualifications. You should respond to the PTQ's in the assessment questionnaire.

1. Expertise and a distinguished record of accomplishments designing and implementing large-scale technical architectures that span enterprises and ecosystems including business or public health/healthcare.

2. Demonstrated expertise in architecting solutions across hybrid and multi-cloud environments/platforms to include IaaS, PaaS and SaaS cloud platforms that inform business or public health priorities.

3. Demonstrated leadership that fosters collaborative relationships with internal and external partners, facilitates cooperation, toward architecture design standards that advance business or public health priorities.

4. Demonstrated ability to develop, coordinate, and evaluate business initiatives/ activities in the areas of data architectures, solution architectures, or cloud architectures.

5. High level of expertise in modern cybersecurity and information and data privacy standards and methods as applied to designing data architectures, solution architectures and cloud architectures for business or public health activities.

Salary for ST positions varies depending on qualifications. The annual salary range is at the top of this announcement. This position might be eligible for performance bonuses and performance-based pay adjustments.
