The primary purpose of this position is to serve as the AOC Weapon System Project Manager for the 613th Air and Space Operations Center (613 AOC), 13th Air Force, Joint Base Pearl Harbor-Hickam (JBPH-H), Hawaii. The incumbent is the 613 AOC operational manager of AOC systems and leads implementation and evaluation of all aspects of associated applications and networks.

Help
  • Develops and implements 613 AOC Weapon System requirements collection and validation, management goals, objectives, policies, and procedures focused on integration of ACC, and Joint Force Commander's policies and initiatives.
  • Provides expertise, authority, and advice on all aspects of the AOC Weapon System C4I Configuration.
  • Defines and establishes tasks in support of published operational and policy objectives, and provides advice on needed resources.
  • Accomplishes special projects. Assists in AOC and enterprise architecture development for exercises and operations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience in command structure, missions, programs, and organizational relationships, in addition to an understanding of strategic planning and business case analysis, in order to devise plans and methods that are consistent with higher echelon strategic plans and that are fully supportive of the organization's mission.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to plan, organize, direct, and monitor complex life-cycle management of information directly related to AOC operational systems and processes.
2. Experience as a project manager responsible for AOC architecture and overall efficiency of the AOC weapon system integration to include systems and processes associated with Intelligence, Surveillance, Reconnaissance, Strategy, Plans, Combat Operations, and Air Mobility is required.
3. Technical knowledge/experience with AOC WS applications/network infrastructure, Information Assurance policies, coalition network issues/challenges, and cross domain solution requirements and development issues.
4. Comprehensive knowledge of policies, regulations, precedents, and TTPs applicable to the AOC Weapon System.
5. Generalized AOC/C4I project management skills to include ability to analyze problems, establish objectives, collect data, conduct all other aspects of assigned studies and projects, assess and monitor progress, develop economical solutions and present findings in reports and briefings.
6. Ability to recognize interrelationships of various aspects of operating programs and skill in integrating and analyzing information in order to evaluate overall program effectiveness.
7. Ability to analyze, plan, and adjust work operations of one· or more organizational segments to meet program · requirements and objectives within available resources.
8. Ability to effectively communicate orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Federal Civilian Employees (Includes current Air Force employees): You are required to submit legible copy/copies of your last or most recent SF-50, Notification of Personnel Action, (block 24 must be a "1" or "2" AND block 34 must be a"1"). Additionally, if you are applying for a higher grade (GS) and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old)

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.
