The primary purpose of this position is to serve as an Air Force Inspection System (AFIS) monitor for the IG Inspections managing the Self-Assessment program, providing feedback to FAMs on checklist quality, and compiling information from Management Internal Control Toolset (MICT) or most current automated systems, to ensure inspectors have all required information for directing the commander's inspection program (CCIP).

(1) Serves as Wing Self-Assessment Program Manager (SAPM) and Management Internal Control Toolset Lead.
(2) Performs analysis of unit self-assessed capabilities versus inspection requirements to build inspection sampling strategies.
(3) As the Wing SAPM and MICT technical expert, trains IG personnel, WIT, and group, squadron, and flight SAPMs on the proper use of MICT.
(4) Represents the Wing IG with a variety of wing, functional area, local community, state and federal organizations.
(5) Provides advisory services to individuals, other staff offices, managers, supervisors and employees concerning the IG program and processes.

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
The Selected applicant must complete an "I-9, Employment Verification", "OF-306, Declaration of Federal Employment", a Memorandum understanding requirements upon acceptance of an Indefinite position, a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date.
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.
Acceptance of a Technician position will terminate these military incentives.
Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive
Program (SRIP) and TRICARE Reserve Select (TRS).
Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval.
PCS is not authorized in lieu of incentives.
Military Technicians in the excepted service will wear the appropriate uniform while performing as a
Technician.
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).
Indefinite employees may be terminated or displaced at management's discretion with a 30-day written notice.

CONDITIONS OF EMPLOYMENT:
1. Must be able to obtain and maintain the appropriate security clearance of the position.
2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.

DESCRIPTION OF WORK: The position manages the Commanders' Inspection Programs at the JFHQ-State, Army National Guard units, and Air National Guard units.

GENERAL EXPERIENCE:
Must possess a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE:
Must possess at least 12 months experience in working within the definitions of laws, regulations, and policies. Experience comprehending compliance or noncompliance activities. Experience compiling, reconciling, correlating, or analyzing data from various sources. Experience working with assignments that required developing recommendations for overall detailed plans, goals, and objectives for implementation and continued evaluation. Experience completing work assignments and handling problems and deviations in accordance with instructions, policies, previous training or established practices.

NOTE: General Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g. 02/2015 - 03/2017 or Feb 2017 - Mar - 2017) dates and hours worked per week with description of your specialized experience on the resume.

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement. Must not have any Unfavorable Information Files, civil convictions (other than minor traffic violations), or open Inspector General Investigations.

COMPATIBLE MILITARY ASSIGNMENTS:
Enlisted: 8I100 (able to obtain)

Must possess or be eligible to retrain into AFSC 8I100, Inspections Coordinator.

DRIVER'S LICENSE:
Must possess a valid state's driver's license.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:

The school work should include completed courses in math, English grammar and composition, speech, psychology, and general science is preferred. Completed higher education academic courses from an accredited business, civilian or military technical school, junior college, undergraduate college or university are optimum. Completed academic courses may include business management, human resources development, English grammar and composition, speech, statistics, public administration, human resources administration, organizational development, public administration, and behavioral social sciences.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide unofficial copies of transcripts from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

TENURE: GROUP III - INDEFINITE
Purpose: To fill a position that may last for more than 1 year where the need for an employee's services is not permanent or management expects the position to potentially become permanent (career or career-conditional) at some time in the future.

Often used to backfill positions left vacant by employees entering Title 10 or Title 32 military orders with reemployment rights. An employee with statutory reemployment rights (USERRA) is protected for five years.

The selected incumbent will be required to complete an "I-9, Employment Verification", "OF-306, Declaration of Federal Employment", a "Memorandum of Understanding upon acceptance of an Indefinite position", and a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date.

The potential exists for non-competitive conversion to career-conditional or career appointment within the Excepted Service under the following conditions:

  • Incumbent was appointed under open, competitive procedures to the indefinite position;
  • Incumbent completes at least 1 year of current continuous service under an indefinite appointment;
  • Incumbent's performance under an indefinite appointment is a least "fully successful" or equivalent;
  • Outplacement program requirements have been met, and
  • Similarly situated employees (in the same title, pay plan, series and grade) within the organization, hired under the same appointment conversion provision, have been considered under internal competition procedures.
