Summary


The primary purpose of this position is: To represent the JPRA and serve as the Director's liaison to the Presidentially-designated hostage recovery coordination activity, the interagency Hostage Recovery Fusion Cell, and other U.S. Government Agencies (interagency or IA) offices in the National Capital Region.

The organizational location of this position is: Joint Personnel Recovery Agency (JPRA) J3, Fort Belvoir, VA.

Duties

Help
  • JPRA liaison officer to the interagency Hostage Recovery Fusion Cell (HRFC).
  • Provides counsel and influence to IA PR programs, staff, and general officer/senior government official-level working groups on DoD PR planning, operations and training.
  • Provides DoD strategic and operational-level guidance to senior leaders and senior executives on PR equities.

  • PCS expenses will be paid IAW JTR and Air Force Regulations
  • This posn is subject to provisions of the DoD Priority Placement Program
  • Must be registered for Selective Service, see Legal and Regulatory Guide
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Shift work and emergency overtime may be required
  • Employee must maintain current certifications

  • Overtime may be required as workload demands.
  • Non-standard work hours are regularly required.
  • Incumbent is required to perform frequent TDY (JTR, Vol. 2), traveling by regularly scheduled passenger flights on military or civilian aircraft, in performance of duties.
  • Routine local travel within the NCR is required to represent and carryout applicable liaison duties with various organizations at dispersed locations.
  • During contingencies or wartime, the incumbent may be expected to perform duties possibly to include but are not limited to: deployment into the war zone to support operations; exercises of wartime and/or contingency operations;
  • deployment within CONUS/OCONUS communities; reporting for or staying on duty when other employees are excused; working overtime or irregular duty hours; performing frequent and lengthy TDYs; and other types of employment-related duties.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.


SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: : knowledge of a wide range of concepts, principles, and practices in a policy development, as well as program analysis involving personnel recovery for. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of Personnel Recovery plans and procedures across the range of military operations; and of (or experience with) the organization, roles and functions of the Department of Defense, the military Services, JCS, the Combatant Commands, and other government agencies involved in overall planning and execution of personnel recovery
operations and activities as required.
2. Expert knowledge of DoD personnel recovery program goals and objectives, the sequence and timing of key operational events and milestones, methods of evaluating the effectiveness of planning actions as related to actual events, and national-level capabilities utilized in support of personnel recovery operations.
3. Expert knowledge of all military Services and high-risk customers' policies, procedures, and requirements.
4. Expert knowledge of DoD and USG Agency mission sets, organization, and their functions within the PR enterprise.
5. Expert knowledge of sensitive compartmented programs designed to support requested operational support.
6. Skill in policy interpretation and development as well as ability to interpret DoD Directives, Executive Agent Instructions, and other core documents recommended by HQ JPRA.
7. Ability to communicate effectively, both orally and in writing, and interact with Senior Executives, General and Field Grade Officers, O-6s, and GS-14/15s.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
