Help

The Director of the Conference Program and Audiovisual Services (CPAVS) Group oversees the Conference Program and Audiovisual Services teams that are responsible for planning, managing, and technically supporting NIST conferences, meetings, and events with the public and NIST-wide. The candidate serves as a lead expert in the logistical and technical support of conferences, meetings, and special events with external and internal stakeholders and VIPs, and enterprise-wide video teleconferencing and other collaboration applications. The candidate provides ongoing policy, budgetary, and outreach advice on all aspects of meeting services for both in-person and virtual events. The candidate develops procurement packages for and monitors contractors providing conferences support serves and audiovisual and video teleconferencing equipment, systems, and collaboration products and services. The candidate serves as the programmatic and technical expert on these areas and participates in strategic planning, and budgetary and programmatic oversight.

Qualifications

TO QUALIFY, you must possess one year (52 weeks) of specialized experience equivalent to at least the GS-13 level (ZA-III for NIST) in the Federal Government. Specialized experience is defined as knowledge, expertise, and experience in conference and meeting services support; and audiovisual, video teleconferencing and virtual meeting services, and management of teams responsible for these areas.

IN ADDITION to the specialized experience, at the time of application, you must provide a writing sample that is an example of a statement of work or a purchasing requirements document for:
• the acquisition of audiovisual equipment and/or services and/or
• the acquisition of conference/event/meeting services support.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.

* Knowledge of industry best practices and federal and agency rules and regulations for government meeting planning and the proper hosting of-government conferences, and the ability to develop and write agency guidance. 
* Knowledge of industry best practices in the use of AV technologies, equipment, and applications in the support of professional in-person and virtual meetings and conferences, and skill in translating technical specifications into plain language requirements and strategic overviews. 
* Ability and expertise in writing SOWs, conducting market research, and developing procurement estimates.
* Experience in overseeing financial accounting and budgetary planning for activities that involve $500 K- $1 M annually.
* Skills and ability to lead teams and communicate effectively in writing and verbally with staff, VIPs, stakeholders, and all levels of agency leadership.
* Skills and ability to lead a diverse workforce, manage and resolve conflict and personnel issues, and lead groups in effective and professional conduct.
