Summary

The position is located within Police Service at the Central Alabama Veterans Health Care System (CAVHCS) within VISN 7. The incumbent performs the full range of duties, a variety of management assignments for the Chief as well as performing technical police functions. The Lead Police Officer will be directly responsible for leading the technical work of at least three or more GS-06 Police Officers and one GS-5 Dispatcher. Highest level of non- supervisory work led is GS-06.

Central Alabama Veteran Health Care System (CAVHCS) is a consolidated health care system that includes VA Medical Centers in Montgomery and Tuskegee Alabama as well as Community Based Outpatient Clinics (CBOC) in Dothan Alabama, Monroeville Alabama, Ft. Rucker Alabama, Montgomery Alabama and Columbus Georgia. The Primary Duty Station for this position is the Tuskegee Campus. The incumbent may be required to work on site at the other locations

Duties include:

  • Serves as Work Leader over a number of subordinate personnel engaged in law enforcement duties for the medical center. Responsible for ensuring that shift work assignments are
  • distributed and performed by employees.
  • Instructs employees in specific tasks and job techniques; provides on-the-job training to new employees; maintains a current knowledge and answers questions of other employees on procedures, policies, directives, etc., and obtains needed information or decisions from supervisor on problems.
  • Resolves simple complaints and refers others to supervisor.
  • Reports to supervisor on employee performance, progress, training needs.
  • Coordinates for short-term leave if supervisor is not available; recommends performance rating and disciplinary actions.
  • Conducts patrols medical center, associated Community Based Out-Patient Clinics and other properties, including enhanced use leased space, under the control of the parent medical center.
  • Enforces all federal, state, and local criminal, traffic, and motor vehicle laws and regulations.
  • Ensures against unauthorized entry of individuals into restricted areas.
  • Issues violation notices to violators for appearance at appropriate court and prepares police reports.
  • Performs other duties assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/30/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Examples of specialized experience include the following work directly related to this position:
  • Resolves simple complaints and refers others to supervisor; reports to supervisor on employee performance, progress, training needs.
  • Ensures that shift work assignments are distributed and performed by employees;
  • Instructs employees in specific tasks and job techniques; provides on-the-job training to new employees; maintains a current knowledge and answers questions of other employees on procedures, policies, directives, etc., and obtains needed information or decisions from supervisor on problems.
  • Approves short-term leave; recommends performance rating and disciplinary.
  • Specialize experience includes experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work requires, on a regular and recurring basis, considerable and strenuous, physical exertion, such as frequent climbing of multiple flights of stairs, walking while on patrol, running while pursuing observed violators or suspects and eloping committed patients, crouching or crawling in restrictive areas during search, standing for prolonged periods of time, and frequent exposure to inclement weather conditions, such as rain and extreme cold in winter and extreme heat in the summer while on outside patrol. Extreme physical exertion to restrain felons or psychotic patients in a safe manner, and lifting heavy objects over 50 pounds.
