Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Professional Responsibility, NY Field Office SAC located in Queens, NY.

This position is located in the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of Professional Responsibility (OPR), Investigative Operations Division IOD) and services as a Lead Mission Support Specialist, GS-0301-13. As a team lead and advisor to management, the incumbent works with the IOD and Mission Support Division (MSD) to provide guidance and expert technical advice in a variety of mission support functional areas for a Special Agent in Charge (SAC) field office and associated Resident Agent In Charge (RAC) field support OPR employees in their Area of Responsibility from a mission support perspective.

This position starts at a salary of $102,663.00 (GS-13, Step 1) to $133,465.00 (GS-13, Step 10) with promotion potential to $133,465 (GS-13 Step 10). In this position, you will be performing the below duties:

  • Leading a team of mission support specialists and provides expert-level advice, assistance, and guidance in mission support specialty area(s) to SAC/RAC leadership, employees in the field offices, and staff at OPR headquarters to include providing authoritative advice and guidance to lower-graded mission support specialists.
  • Monitoring the status and progress of work, checking on work in progress and reviewing completed work to see that instructions on work priorities, methods, deadlines, and quality are met;
  • Assisting with initiating and monitoring budget and procurement processes for management, with an awareness of the interrelationships between these two fields and their importance to achieving the mission to include inputting and coordinating with MSD the monthly, quarterly, and annual budgeting requirements and every day budget operations; and
  • Keeping abreast of time and attendance, purchase card activity, travel processing, local property and inventory, regulations, and policies related to mission support functions within CBP sufficient to plan, organize, evaluate, and improve mission support services and processes.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Maintaining investigative filing systems and dispossessing confidential investigation files based on retention schedules;
  • Serving as a point of contact for correspondences, requests and actions of employees badges, credentials and maintaining records of these items; and
  • Assisting with managing vehicles, reviewing budget execution activities including travel, purchase orders and reviewing policies and procedures on Continuity of Operations (COOP).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/07/2020.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years.   • Working for the U.S. Government as a federal civilian or as a member of the military

  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
