Duties

Help
  • Serves as the Aquatic Habitat Management Program (AHMP) co-lead and one of three principle authoritative experts for aquatic resources to the State Director in the Bureau of Land Management (BLM) Oregon/Washington State Office (OSO).
  • Translates and communicates national direction and related policy to formulate and recommend policies and program direction at the regional or state level, which includes fisheries and hydrology related needs.
  • Provides leadership, oversight, coordination, and ensures consistency and compliance with policy, procedures, standards, and established laws and regulations for the program.
  • Coordinates with local government agencies, State agencies, other Federal agencies, Tribal councils, other BLM offices, interest groups, and staff, program leads, and management from the BLM Headquarters.
  • BLM OSO representative on interagency committees. Responsible for negotiating cooperative agreements and memorandums of understanding with stakeholders and partners and providing responses to Congressional and other requests.
  • Coordinates, develops, and provides direction and oversight for jurisdictional budget processes related to the program including Planning Target Allocation, Annual Work Plan, performance targets, monitoring accomplishments.

Qualifications

For In addition to meeting the education requirement (see the Education section), you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: experience in monitoring and analysis of aquatic resources including fish and amphibian habitat and their populations; conduct fish habitat evaluations; prepare environmental compliance documents; write technical reports and proposals on impacts to aquatic life; experience in collection, analysis and evaluation of surface water and ground water quality and quantity associated with land management; interpretation and application of water resource information, such as ground water/surface water interactions, projections of water supply and flow on public land, and managing water budgets; engage in negotiations for agreements for the use of water resources and and recommend actions to management to assure availability of water needs for an organization; serve as an information liaison between government organizations on issues pertaining to aquatic resources.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Physical Demands: Office and field work are needed to accomplish the duties of the position. Office work for the most part is sedentary requiring long periods of sitting. There may be some walking, standing or bending. The individual may occasionally be required to walk or ride vehicles over rough terrain, and perform duties that require recurring bending, crouching, stooping, reaching or lifting. This work may also include lifting of moderately heavy items, such as equipment and samples.

Work Environment: The office work environment includes periods of varying length sitting in front of a computer, with some office duties conducted in a meeting setting. Field work is often in harsh conditions where the climate may be extremely hot, cold, wet or windy. Temperatures may be below freezing in winter and exceed 100 degrees in the summer. Conducts assessments that often necessitates hiking or vehicular travel over rough terrain to remote locations. Field work also may involve operation of 4 X 4 vehicles over rough terrain and walking, bending, climbing over steep terrain covered with brush, rock, and other debris which is unstable and can cause falls. Occasional heavy lifting may be required. Floating and boating of large rivers and lakes can be expected.

This is an interdisciplinary position and may be filled in any of the job series listed below.

Basic Requirement:

GS-0482 Fish Biologist:
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological science that included at least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; and at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields. (Excess course work in aquatic subjects may be used to meet this requirement when appropriate.);

OR

Combination of education and experience -- courses equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown above, plus appropriate experience or additional education.


GS-1315 Hydrologist:
Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels.

Combination of education and experience -- course work as shown above, plus appropriate experience or additional education.

*Applicants with related experience in hydrology gained through earlier Federal Government employment might have gained that experience in one or more occupational series. Such series include Soil Conservation, GS-457; Forestry, GS-460; Soil Science, GS-470; Civil Engineering, GS-810; Chemistry, GS-1320; Meteorology, GS-1340; and Geology, GS-1350. Comparable non-Federal experience may be given similar credit.

Evaluation of Experience: Acceptable experience must have included performance of scientific functions related to the study of water resources, based on and requiring a professional knowledge of related sciences and the consistent application of basic scientific principles to the solution of theoretical and practical hydrologic problems. The following is illustrative of acceptable experience: field or laboratory work that would require application of hydrologic theory and related sciences such as geology, geo-chemistry, geophysics, or civil engineering to making observations, taking samples, operating instruments, assembling data from source materials, analyzing and interpreting data, and reporting findings orally and in writing. In some cases, professional scientific experience that is not clearly water resource experience may be acceptable if such experience was preceded by appropriate education in hydrology or by professional hydrology experience.
