Duties

This position is located in the Office of the Under Secretary, Office of the Ombudsman. 

As the Senior Associate Ombudsman you will be performing the following duties:

  • Serving as a Senior Associate Ombudsman and providing highly confidential, impartial, independent, and informal resource for all USPTO employees and managers, including bargaining unit and non-bargaining unit employees, supervisors of all experience levels, and senior executives, and working to help prevent, address, and facilitate resolution of workplace conflict.
  • Applying a range of highly specialized and tailored conflict resolution techniques used in the ombudsman practice, including coaching, interest-based negotiation, mediation, multi-party negotiations, group facilitations, shuttle diplomacy, systemic reviews, and business-unit level interventions to create the conditions necessary for discussion, constructive disagreement, and resolution.
  • Developing effective means and channels of communication to facilitate early intervention and effective resolution of highly complex and often high-level workplace conflicts, including individual, group, and organizational issues.
  • Analyzing programs, policies, and systems; providing feedback to senior USPTO management officials and executive staff; identifying underlying causes of disputes in order to recommend program or systemic change; and encouraging the use of best practices to ensure a more productive, harmonious, and valued workplace.
  • Meeting with individuals and leaders, including senior executives, who seek consultation; providing feedback about policies, programs, and practices; proactive assistance in avoiding or reducing conflict; or guidance in exploring different or non-adversarial ways of understanding and addressing situations.
  • Responding to inquiries regarding a wide range of organizational or employee issues; Guiding individual and group inquirers in articulating and defining concerns; Listening impartially and asking clarifying questions; gathering relevant background information; and assessing the dynamics of the issues and situation.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. Specialized Experience:is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.  For this position, the next lower grade level is a GS-13.

Specialized experience for this position includes:

  • Experience analyzing conflict and formulating or collaborating on the formulation of ombudsman or conflict resolution program initiatives.
  • Experience addressing new, complex, or unique issues as an ombudsman, including issues representing a departure from previous practices.
  • Experience serving as a liaison between an employee and management.
  • Experience using the alternative dispute resolution (ADR) techniques and processes used in organizational ombudsman practice, including understanding the mechanisms and benefits of each.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

Education

Education can not be substituted for experience for this position at this grade level.

Probationary Period- If selected, you may be required to complete an initial one-year probationary period.

CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a "well qualified" rating of 85 out of 100. KSA 4 - Ability to communicate both orally and in writing in order to present ideas and conclusions to personnel at all levels of an organization clearly, concisely, and effectively; and to prepare reports and analyses, including reports to Congress, as requested.
