Duties

Help

Duties include, but are not limited to the following:

  • Provides executive leadership for management of all BLS regional programs. Plans, formulates, develops, and executes region-wide programs and policies to carry out the mission and objectives of BLS and provides executive direction to subordinate organizational elements within the region to assure appropriate program emphasis and accomplishment of priorities.
  • Directs staff, primarily through subordinate managers, coordinating and administering BLS programs and activities in accordance with BLS national office policies. Develops, plans, and directs executive management and administrative activities.
  • Manages field programs coordinating regional BLS programs with the nationwide activities of national office administrations, divisions, and offices within BLS and with other Federal agencies, such as ETA and OSHA, which have programs in the region related to or affecting the regional BLS programs.
  • Maintains professional liaisons with key executives of other public agencies, including municipal, State, and Federal agencies, as well as with officials of business, industry, private research agencies, universities, management and labor organizations, trade and professional groups, and the press.
  • Participates in the formulation of new or revised BLS policies and long-range plans and objectives to be applied nationwide. Bases policy recommendations or procedural or administrative changes in national programs on personal observations of trends taking place in the region, on information developed during personal contacts, and from observations made in monitoring administrative matters related to program execution in the field.
  • Provides executive leadership and overall management of human resources within the BLS region.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

Basic Requirement

Economist, GS-0110:

Degree: Degree in economics, which included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus

OR

Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.

Statistician, GS-1530:

Degree: Degree that included 15 semester hours in statistics (or mathematics and statistics, provided at least 6 semester hours in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education , or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology

OR

Combination of education and experience: courses shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Specialized Experience

In addition to the above basic requirements applicants must have one year of specialized experience to the next lower grade, GS-14, in the Federal Service.

This one year of specialized experience must be in or related to the field of economics or statistics and must have equipped the applicant with the particular knowledge, skills, and abilities to successsfully perform the duties of the position to be filled. This experience must demonstrate a thorough understanding of economic principles and theories and a wide knowledge of current economic factors and their implications. Examples of qualifying experience include: (1) the organization, direction, and coordination of complicated and important economic research programs; or (2) marked technical competence in economics research including the development of new methods of economics analysis, or new economic knowledge of value to Government officials responsible for important decisions on economic programs or services.
