Duties

Help
  • Manages business operations within the Division and Project Office, including areas such as safety, resource management, procurement, travel, logistics, training, conference attendance, knowledge dissemination, and record keeping.
  • Works as part of leadership in developing and recommending strategic management plans and new business practices that improve organizational performance and efficiency.
  • Maintains responsibility for conducting and reporting on building and workplace safety inspections. Tracks, monitors, and recommends corrective actions across the Division, including laboratory facilities, to NASA safety requirements.
  • Supports development of resource (workforce and budget) requirements in response to requests from customer projects and other funding organizations, including reimbursable customers.
  • Oversees Division's adherence to NASA policies on knowledge dissemination, including approvals for technical papers and presentations. Oversees record keeping, training, and travel within Division.
  • Supports outreach and provides business support on large-scale international conferences. This includes coordinating overall organization and logistics, interacting closely with Division members, participants, sponsors, and other organizations.
  • Reports on contractor performance and recommends corrective measures to Division Chief and Contracting Officer. Works with financial analysts to obtain workforce charging data. Checks with customers on quality and timeliness of service.
  • Coordinates and provides integrated response to data requests. Develops administrative requirements to new Agency policies and procedures.
  • Reviews operations and impact on technical work. Develops processes and policies that improve performance and efficiency.
  • Duties described above are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.

Qualifications

Applicant must have one year of specialized experience equivalent to the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

To Qualify for the GS-13:

Specialized experience equivalent to the next lower grade level (GS-12) includes; providing business operational support for an engineering, aerospace, or scientific organization in more than one of the following areas: procurement, resource/financial management, budget execution, strategic planning, project/program management, contract oversight, and/or logistics.

To Qualify for the GS-14:

Specialized experience equivalent to the next lower grade level (GS-13) includes; (1) managing business operations and administrative functions; (2) overseeing financial performance and delivery of expected non-technical product; and/or (3) overseeing resource requirements and allocations from supported projects.
