Summary

The newly formed Office of the Special Inspector General for Pandemic Recovery (SIGPR) was established in March 2020, as part of the CARES Act which was enacted in response to the COVID-19 national emergency. The CARES Act requires SIGPR to conduct, supervise and coordinate any audits and investigations of loan, loan guarantees and other investments made by the Secretary of the Treasury under any program established and managed under the Act by the Secretary.

Duties

Help

As a Supervisory Auditor (Performance), you will:

  • Oversee the development of both long and short-range strategic plans that provide the foundation for allocation, justification, and expenditure of DAESP resources.
  • Develop DAESP's policy requirements and serve as coordinator for both the Office's internal and external quality assurance reviews.
  • Facilitate, monitor, and track action items of interest to the SIGPR, such as those related to Pandemic Recovery Oversight, which includes Offices of Inspector General, Congressional Oversight Committees, GAO, and OMB activities.
  • Provide direct technical oversight and case management of cases covered under the Whistleblower Protection Enhancement Act (2012).
  • Provide leadership and supervision to the immediate Evaluations and Special Project’s staff of the DAESP to ensure effective accomplishment of the DAESP's work goals and objectives.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: 

  • Managing performance audits; AND
  • Presenting findings in both oral and written format to successfully defend audit outcomes and to defend unpopular or controversial recommendations.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.

Education

A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

OR

B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
