Duties

Help

As a Government Information Specialist (FOIA/CYBER), this position is serves as a FOIA Compliance Manager, and is responsible for developing and maintaining cybersecurity plans, strategy, and policy to support and align with organizational cybersecurity initiatives and regulatory compliance.


Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:

  • Designing, building, implementing, and maintaining a knowledge management framework that provides end-users access to the organization's intellectual capital;
  • Reviewing and analyzing appeals from denials of access to records requested under FOIA and recommends final agency decision on release/non-release of records;
  • Researching, analyzing, and evaluating data for response to information requests;
  • Assembling and reviewing proposed FOIA release packages;
  • Keeping abreast of recent developments in the field of disclosure, including recent court and department decisions, current legislative resolutions or problems encountered within the FOIA program;
  • Serving as liaison to external customers and recipients to clarify and resolve issues;
  • Developing agency policy and procedures with regard to the administration of FOIA.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

To qualify for the GS-14 level, applicants must have one (1) year of specialized experience equivalent to at least a GS-13 in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience for this includes the following: 

  • Experience analyzing and evaluating data for response to information requests.
  • Experience assembling and reviewing FOIA packages for release.
  • Experience providing information-related assistance and services to the general public.
  • Experience reviewing and analyzing appeals from denials of access to records requested under FOIA.

To qualify for the GS-13, applicants must have one (1) year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience includes the following:

  • Experience analyzing and evaluating data for response to information requests.
  • Experience processing Privacy Act data requests.
  • Experience assembling and reviewing FOIA packages for release.
  • Experience managing the indexing/cataloguing, storage, and access of explicit organizational knowledge (e.g., hard copy documents, digital files)

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position requires a Federal Acquisition Certification for Program and Project Manager Level II (FAC P/PM-II) or management determined equivalent within two years entry into the position.
