This Civilian Pay Technician position is located within the VISN 12 Great Lakes Finance Service (GLFS) and located at the Milwaukee VA Medical Center in Milwaukee, WI.

DUTIES INCLUDE:

  • Performs a full range of payroll duties and is responsible for the accuracy and timeliness of pay and leave accounts for VA Hospital employees and determines the proper application of guidelines for multiple pay plans.
  • Reconciles Defense Finance Accounting Service (DFAS) and other reports on a daily or weekly basis in order to provide proper pay to employees.
  • Performs clerical and technician work that results in the biweekly or monthly determination of pay for civilian pay employees.
  • Frequently answers requests that are of confidential nature and provides assistance to employees, supervisors and personnel specialists on rules, regulations and procedures relating to pay.
  • Responsible for providing initial and periodic refresher training to employees who have been assigned timekeeping duties.
  • Performs desk audits of unit timekeepers to ensure strict compliance with VA, OPM, and GAO policy and procedures.
  • Audits each coded Request for Personnel Action to ensure proper application of pay administration rules and regulations
  • Reviews authorization documents and codes the appropriate data for input to properly update each employee's master record.
  • Processes complex pay adjustments that may involve transfers between pay systems with different pay, leave benefit enlistments, and may be retroactive over an extended period of time.
  • Participates in the agency debt collection program as it pertains to the recovery of over payments of salary, veteran benefits, Canteen allotments, and other debts due to the US Government.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements 30 days from the closing date of this announcement, 11/16/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

    GS-5 SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to at least the next lower grade (GS-4) which provided the knowledge, skills, and abilities to successfully perform the duties of the Civilian Pay Technician. Specialized experience includes but is not limited to: Experience requesting or verifying information. Experience performing payroll duties. Experience answering questions regarding pay. Experience resolving problems or discrepancies in records.

    GS-5 EDUCATION: Must have successfully completed 4 years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of a full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. TRANSCRIPTS REQUIRED

    GS-5 COMBINING EDUCATION AND EXPERIENCE: Must possess a combination of specialized experience and education as described above. TRANSCRIPTS REQUIRED

    GS-6 SPECIALIZED EXPERIENCE: Must have at least one year of specialized experience equivalent to the GS-5 grade level which provided the knowledge, skills, and abilities to successfully perform the duties of a Civilian Pay Technician. Specialized experience includes but is not limited to: Experience requesting or verifying information. Experience performing payroll duties. Experience answering questions regarding pay. Experience resolving problems or discrepancies in records. Experience explaining and providing training on payroll requirements. Knowledge of extensive and diverse financial regulations, operations and procedures relating to civilian pay and/or time and leave matters.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
