Duties

Help
  • Supports OIG audit and evaluations operations, which deals frequently with oversight of DoD acquisitions, operations, and financial management.
  • Prepares legal advice to the OIG on legal and policy implications of DoD activities and plans.
  • Interprets and prepares legislation, executive orders, regulations, and policy directives.
  • Provides legal advice and counsel to the Inspector General.
  • Performs legal research in connection with legal issues referred by the Inspector General (such as questions concerning the interpretation and application of statutes, rules and regulations).
  • Analyzes the factual and/or legal issues presented and determine what the relevant legal issues are; prepare litigation of cases and implementation of court decisions.
  • Provides policy advice concerning the conduct of audits and evaluations.
  • Provides legal advice and counsel in the initiation, conduct, and oversight of audits and investigations by the DoD OIG personnel.
  • Responds to congressional inquiries on a wide variety of issues.
  • Supports the OIG Audit, Evaluations, and Overseas Contingency Operations components.

  • Position has been designated as Special-Sensitive. Incumbent is required to obtain and maintain a Top Secret w/SCI security clearance.
  • This is an Excepted Service position.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • If you have not previously completed a trial period with the Federal government in a similar position, you will be required to serve a two-year trial period.

Qualifications

Basic Requirements:

  • To meet the basic requirements, you must possess a J.D., LL.B., or LL.M degree from a law school accredited by the American Bar Association.
  • Applicants must be an active member, in good standing, of the bar of the highest court of a state, U.S. Commonwealth, U.S. Territory, or the District of Columbia, and be permitted to engage in the practice of law.
In addition to the Basic Requirements noted above, applicants must also meet and demonstrate the specialized experience listed below:

For the GS-14 level. You must have 52 weeks of specialized experience at the GS-13 level or equivalent: Specialized experience is defined as knowledge of, and demonstrated legal experience in one of the
following: DoD operations, such as cyber, contingency or special operations; the Military Health
System; or the Inspector General Act of 1978. It also includes knowledge of, and demonstrated legal
experience in the release of information to the public and the DoD standards of conduct.

For the GS-15 level. You must have 52 weeks of specialized experience at the GS-14 level or equivalent: Specialized experience is defined as knowledge of, and demonstrated legal experience in one of the
following: DoD operations, such as cyber, contingency or special operations; the Military Health
System; or the Inspector General Act of 1978. It also includes knowledge of, and demonstrated legal
experience in Federal government acquisition law and regulations, fiscal law, contract fraud, the
release of information to the public, and the DoD standards of conduct.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education cannot be substituted for experience at this grade level.

Education: Based on an Information Memo from the DoD OIG General Counsel dated 9-OCT-2012, OCG has determined that certified academic transcripts are unnecessary, as graduation from a law school accredited by the American Bar Association is a requirement in all fifty states before someone can take the examination to be licensed to practice. OCG believes that a current Letter of Good Standing from any of the State Bar Associations is sufficient to fulfill the requirement of proof that the applicant graduated from law school, in lieu of an academic transcript.
