Duties

Help

You will:

  • Develop software and computer code for users to operate computer-based models, simulations, and web tools through the design, operation, and maintenance of user interface (UI), front-end and back-end (API) computer code in agile and DevOps teams;
  • Advise Division management officials on integrating IT programs with other programs of equivalent scope and complexity; 
  • Design computer applications by applying modular and object-oriented software development techniques, using modular testing strategies in software design, and building and maintaining interconnected computational system frameworks;
  • As technical lead, coordinate software development and consequent administrative tasks such as code review and disposition of software problem reports, software configuration management, and software quality assurance.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as High Risk and requires a background investigation.  Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.  All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

If you are selected, you may be required to complete a one-year probationary period.

Qualifications

To qualify for this position, you must have either:

-IT-related experience demonstrating each of these four competencies:  1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail; 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations;

OR

-a bachelor's degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.

In addition to the basic requirements above, you must meet the following requirements:

To qualify for the GS-13 level, you need to have at least one year of full time experience equivalent to the GS-12 level defined as building and maintaining scientific web applications in Java and Spring framework; developing API's, Microservices, or user interfaces in agile, DevOps environment; and conducting unit testing of developed products.

Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: 1) Skill in developing Back-end (API) software or applications; 2) Skill in developing User Interfaces; 3) Skill in Information Technology (IT) program management; 4) Skill in oral communication; 5) Skill in designing computer applications; 6) Skill in modular testing; 7) Skill in reviewing code for software quality assurance and statistical quality control purposes; 8) Skill in training and advising on application development. 

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

Except in special circumstances, those new to the federal government will be hired at the starting salary (step 1) of the applicable grade range listed above.
