    Within guidelines established by the Director of the National Science Foundation, establishes policies and provides strategic advice to NSF leadership with a broad policy-level advice, assistance and support on a wide range of scientific and policy matters relevant to the mission of the Foundation in the content of global science leadership, partnerships, and opportunities.  The incumbent serves as the Chief Officer for Research Facilities in the Office of the Director. The incumbent must possess a strong record of accomplishment managing major facilities programs and significant experience communicating the goals and programmatic objectives of the Foundation. The incumbent serves as a senior-level resource to the Director and Deputy Director/Chief Operating Officer in agency matters, particularly those associated with major and mid-scale research infrastructure and related policy issues.  The incumbent serves as the “senior agency official whose responsibility is oversight of the development, construction, and operations of major multi-user research facilities across the Foundation,” mandated by Section 110(a)(2)(H) of the American Innovation and Competitiveness Act, Public Law 114-329.
