Summary

This position is located in the Shield's RV Park, MWR Department at the Naval Construction Battalion Center, Gulfport MS. Incumbent is responsible for planning, organizing, and directing a year-round RV Park facility and developing recreational programs to meet the needs of the RV park community. The program supports active duty military personnel, dependents, retirees, eligible DOD, federal employees and authorized civilians.

MAJOR DUTIES AND RESPONSIBLITIES

Plans, directs, and monitors the operation of the MWR RV Park which consists of 102 RV sites, one meeting area, one laundry facility, restrooms, showers and a comfort station.

Operates the RV Park Program within established MWR policies, procedures, guidelines and objectives.

Establishes proper internal controls to protect income, resale, minor property, fixed assets, supplies and records.

Responsible for providing information, reservations of RV sites. Establishes policies and procedures for program operation and provides staff training for employees to ensure the program is operated in accordance with guidelines that have been set forth by MWR and that they have a full comprehension of the reservation program.

Submits publicity requests to the MWR Marketing Department to advertise and promote the RV Park through all the NCBC publications and various CNIC and Southeast Region travel/RV publications for the most effective marketing to reach the widest range of potential patrons.

Establishes a maintenance plan that ensures that safe, clean and adequate facilities and equipment are available for patron use. The maintenance program will be in effect both daily and long range. Ensures that fire, safety, security and sanitation inspections are conducted and takes remedial action as applicable to correct deficiencies.

Attends professional workshops, conferences, etc. Maintains telephone and personnel contact with responsible representatives of the command, special interest groups, local community officials, civic organizations and state government officials.Continuously evaluates the effectiveness of the RV parks program from the standpoint of participant response, resources, unforeseen developments and program objectives. Recommends changes as needed, in light of findings.Prepares, justifies and submits requested annual operating budget to Operations Manager for inclusion in the overall MWR budget submission. Budget requests are based on needs assessment of the population served and include projected payroll, equipment, maintenance and upkeep of facilities. Estimates projected income derived from fees, charges and other miscellaneous fund raising initiatives.

PROGRAMING RESPONSIBLITIES

Plans, develops, directs and maintains a broad range of social activities, contests, tours and services which constitute a year-round program for the RV park patrons.

Schedules and submits publicity on RV Park social activities and programs insuring maximum effectiveness in attracting and motivating the RV park patron's participation.

Arrange for equipment, supplies and services needed to accomplish scheduled outdoor recreation activities. Accounts for all funds involved in the programs and makes recommendations for improvements in funding and other support services.

Plans and coordinates the details of recurring and non-recurring activities, special events and joint department and community undertakings so as to make maximum use of resources, consistent with the military mission and with principles on natural resources, conservation and sound usage.

GUIDELINES. Guidelines include such publications as Navy regulations and instructions, MWR Fund departmental policies and a full range of texts and activities and services of the more enhanced program and are not sufficiently detailed to provide for specific steps and processes in program planning and management. The incumbent uses judgment in interpreting and adapting these policies, regulations and procedures in order to assure adequate and appropriate coverage for specific outdoor recreation programs and activities and to satisfactorily resolve problems not covered in the guidelines. Based on assessment of program progress and results, recommends changes in and additions to guidelines in the interest of effective achievements in program objectives.

COMPLEXITY. The incumbent must coordinate activities among military and command authorities, departmental personnel, subordinate employees and volunteers. The varied range of activities includes different and unrelated processes, methods and procedures and must be carefully managed to ensure efficiency and effectiveness. Long and short term goals are reviewed frequently and revised when necessary to meet the ever changing leisure needs and diverse interests of the military community.

SCOPE AND EFFECT. The incumbent applies program policies and procedures to customary problems, questions and situations which are typical of the activities, services and operations of an active RV Park program.

Qualifications

KNOWLEDGE REQUIRED BY THE POSITION: Must be a mature individual with exceptional customer service skills. Possess the ability to understand and carry out both written and verbal instructions and convey the same to others. Education equivalent to the completion of high school. Ability to handle emergency situations. Skill in the application and utilization of planning and carrying out an enhanced RV park program in the recreation specialty area which meets, as fully as possible, the needs of the participating community. Skill in developing new methods approaches and procedures for the most effective management of an RV Park Program. Knowledge of Federal, U.S. Navy and MWR Fund policies, regulations, administrative practices and procedures related to management, planning, budgeting, scheduling and coordinating recreation related activities and programs and for the efficient operation and use of assigned facilities and equipment.
