(1) Arkansas Army National Guard (AR ARNG) Technicians; (2) All members of the AR ARNG/ANG, (3) Individuals who are not members of the National Guard but who are eligible to acquire membership in an available and compatible military grade for excepted technician positions. (Upon selection, must be a member of the Army National Guard).

Duties

Help

(1) Develops and implements operation plans and orders for the conduct of: Winston P. Wilson Rifle, Pistol and Machinegun Championships, National Guard participation in the US Army Small Arms Championships, the Interservice Pistol and Rifle Championships, the National Matches and the Marksmanship Advisory Council Region Combat Tournament.
(2) Manages instructional activities relating to competitive marksmanship such as small arms firing schools provided on request of the various states and coaches clinics.
(3) Reviews, writes, or up-dates regulations pertaining to all aspects of competitive marksmanship to include, rules and regulations of competitions and security directives for weapons and ammunition.
(4) Maintain continuous contact with the State Marksmanship Coordinators of all fifty states, District of Columbia, Puerto Rico, Virgin Islands and Guam to keep abreast of their competitive activities and provide them information on programs and to assist in enhancing and expanding their programs.
(5) Plans and administers various indoor programs such as Chief, National Guard Bureau Small-bore Rifle Tournament, Chief, National Guard Bureau Postal Championships (all phases) and the Adjutants General Air Rifle Tournament.
(6) Assis various Training Officers in planning and execution of the Small Arms Weapons Expert (SAWE) Course, also assists in the management of the All Guard International Combat, Service Rifle and Service Pistol Teams. Develops and implements plans, policies and programs for unit level competitions for small arms to enhance individual qualification training.
(7) Provides guidance and training for other assigned personnel in the performance of competitive marksmanship activities.
(8) Performs other duties as assigned.

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grade Requirement:

- Minimum Military Grade: 2nd Lt (O-1)
- Maximum Military Grade: LTC (O-5)


Compatible Military Assignment: Selectee must be a member of the Arkansas Army National Guard and be assigned to a compatible military position in MTU. Officer Branch is immaterial.

IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a Secret Security clearance background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion).

Participation in direct deposit is mandatory.

Qualifications

GENERAL EXPERIENCE:
All Series GS-1712 candidates must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, with the ability to retain and recall a variety of instructions, regulations, and procedures; and, most importantly for specific positions, must have the competencies (Skills, Knowledge, Abilities and Behaviors) to translate specific subjects criteria and information into a teaching/training capability.

SPECIALIZED EXPERIENCE:
Must have at least 12 months experience equivalent to the GS-09. Have experiences that demonstrated particular knowledge, skills, abilities and behaviors to successfully perform the duties of the position. Knowledge of Army or Air Force vision, values, organization, policy, and mission is mandatory. Knowledge in training centers, training programs, schools, and units for these systems. Have experiences in conducting and developing education and training programs. Also, experienced in conducting, supervising, or developing education or training programs. Knowledge in the Army or Air Force education and training policy requirements. Experienced in managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Knowledge is mandatory of audio-visual presentations, educational tests and measurements, and instructing techniques. Knowledge is mandatory of Army or Air Force education and training programs in regard to their principles, policies, and procedures. Experienced in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products. Must have effective writing skills; editing practices; instructional media applications, training reports, program and curriculum validation, and training implementation procedures. Experiences in training program management; scheduling training events and facilities; conducting assistance visits and training meetings; work center and individual job qualification standard development; education institution registration requirements; military personnel classification system and policies; communicative interpersonal skill applications; and distance learning concepts. Experienced and effective communicator. Abilities and experiences in presenting professional courses and briefings; and proficient capabilities in writing reports and records. Experiences as a participant and presenter during training and military or civilian conference events. Experiences in organizing and preparing instructional materials. Understands and applies formal training objectives. Able to develop course syllabi, training project outlines, and daily and weekly lesson plans. Experienced in preparing assignments, laboratory exercises, demonstrations, training aids, and references and related material required to parallel and supplement course outline. Experienced in the art of instructing personnel, such as determining the instructional methods for class size and subject matter. Capable of instructing students by lectures, discussions, demonstrations, group activities, and laboratory work. Experienced in using audiovisual aids such as, mockups, graphs, training videos. Experienced in training aids such as, achievement and aptitude tests and rating scales. Experienced in identifying and conducting individual learning difficulties diagnoses and recommends courses of remedial instruction. Understands and applies basic classroom preparations for effective instruction using controlling factors such as, temperature, ventilation, lighting, cleanliness, and arrangement of desks and equipment.

Education

Army National Guard Officer Positions
For Army National Guard Second and First Lieutenants, must be actively pursuing an under-graduate degree with at least 90 validated credit hours in a specified program. For Captains and above, must have an undergraduate degree from an accredited college/university. A Graduate Degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
