Duties

Help

The primary purpose of this position is to provide sound business advice in the planning and execution of pre-award and post-award functions, using a wide range of common contracting methods and contract types, to assist in the procurement of standard or specialized services, commodities, and/or construction within an operational contracting office. Plans the overall approach to meet contracting program objectives for procuring a wide variety of requirements. Procures a wide variety of services, commodities, and/or construction. Executes post-award contract performance management actions on assigned contracts. Provides business advice and guidance to technical personnel and others on contracting work and prepares correspondence. Performs other duties as assigned.

** Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.

*** This is an Army Acquisition and Technology Workforce position. The employee must meet DoD 5000.52-M requirements applicable to the duties of the position.

  • Must be a current Title 5 or Title 32 CONG Contracting employee.
  • Contracting Level II required for assignment.
  • The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • The incumbent must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
  • May be required to pass the Contracting Officer Review Board (CORB) and hold a warrant.
  • The incumbent must obtain and maintain the appropriate security clearance.

Qualifications

Must meet positive education requirement. To qualify, candidate must have Level Two Certification awarded. Must have at least 12 months of broadening contracting experiences and competencies that provided an expanded expertise in contracting principles and procedures to include the following tasks: Developing and Negotiating Positions, Advanced Cost/Price Analysis, Contract Termination, and Procurement Policies.

NOTE: If the GS-12 position also requires Level Three Certification based on the complexity of the contracts, as a condition of continued employment in the position, the employee must complete the Level Three Certification within 24 months of appointment to the GS-1102-12 non-supervisory position.

A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.

Per the Defense Acquisition Workforce Improvement Act (DAWIA), November 1990, with NDAA inclusions, the following notes are provided:

  • The education requirements listed above apply to individuals who initially entered -or- will enter the National Guard (NG) Title 5 Excepted Service Contracting Program, Series GS-1102, positions, on/or after October 1, 2000.
  • Current National Guard (NG) Title 5 Excepted Service Contracting Program, Series GS-1102 employees who occupied GS-1102 positions with authority to award or administer contracts, above the simplified acquisition threshold on/or before September 30, 2000, are exempt from meeting this education requirement.
  • The Defense Acquisition Workforce Improvement Act dictates specific education, training requirements, knowledge, and experience factors for Acquisition, Technology, and Logistics workforce.
  • Education, training, and experience requirements, for each contracting certification level, provide the framework for progression in a career field and are used for the purpose of characterizing a contracting specialist's qualifications within the GS- 1102 career field.
