Summary

The Medical Technician primarily serves as a phlebotomist in the clinical laboratory and secondly as a Specimen Processor for specimens run at the TCBOC and Send Out testing. The incumbent is responsible for assuring that proper technique is used for specimen collection, patients are accurately identified, specimens are accurately labeled and patients are treated with respect and care.

Help

The Pathology and Laboratory Medicine Service phlebotomy service Monday through Saturday, with late hours during the week. The other role of the Medical Technician is that of a specimen processor to include independently working with a high attention to detail. Processing procedures centrifugation and allotting of both blood and urine specimens. In this capacity, the incumbent is responsible for assuring the proper handling and storage of specimens.

The specific duties of the Medical Technician, as pertaining to phlebotomy, include but are not limited to the following:

  • Perform venipuncture procedures in the Clinic for emergent draws.
  • Venipuncture procedures performed in the Clinics involve drawing blood from a patient in various states, such as the comatose, disabled, sedated, who may have possible other complicating conditions.
  • Difficult draws and use of specialized collection techniques are a common occurrence.
  • Perform venipuncture procedures in outpatient blood drawing station. Patients drawn in the blood drawing station may be a less difficult draw, but may involve patients that are irritable, scared and in various states of mind due to age, medication or drugs.
  • Responsible for ensuring precise identification of patients by following designated three tier identification protocols.
  • Responsible for patient care activities for adult and geriatric patients.
  • He/she is responsible for understanding the aging process and to accommodate these changes.
  • Builds a professional rapport with patients so that service of can be provided in a friendly and compassionate manner.
  • Informed about infectious diseases and proper protocol for handling potentially infectious material.
  • Responsible for knowing and following universal precaution protocol.
  • Ability to identify adverse reactions to venipuncture procedures.
  • Possible adverse reactions include, but are not limited to the following: dizziness, nausea and hematomas.
  • Aware of proper procedures to be followed in case of incidents of fainting and convulsions.
  • Maintains appropriate levels of supplies on blood drawing trays and in blood drawing area.
  • Maintain a clean and organized work area.
  • Respond to blood drawing related inquires.
  • Responsible for computer security.
  • Access to computer files is to be limited to official work related issues.
  • Receives and appropriately handles urine specimens collected at the time blood is drawn.
  • Attends training and educational seminars as needed.
  • Completes computerized educational modules as assigned.
  • Trains new employees as assigned by supervisor.
  • Demonstrates an understanding of disabilities and able to recognize the special needs of the disabled with regards to venipuncture such as mobility, speech or hearing impairment.
  • Utilizes sterile field techniques. Blood drawing and blood culture.
  • Performs other duties as assigned by the supervisor.
The specific duties of the Medical Technician as pertaining to specimen processing, include but are not limited to the following:
  • Able to work independently, with a high attention to detail.
  • Assists specimens to ensure specimens are drawn and or received in the lab have proper identification.
  • Assures proper handling of blood and urine specimens, preparation of specimens for testing.
  • Assures proper labeling of requisitions and labels.
  • Ascertains information from VISTA and Reference Laboratory sites to ensure proper preparation of samples.
  • Maintains supplies used for specimen processing procedures.
  • Uses universal precautions when handling specimens.

English Language Proficiency- In accordance with 38 U.S.C 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position.
To qualify for this position at the GS-5 grade level, you must meet one of the following requirements:

Specialized Experience: You must have one full year of specialized experience equivalent to the next lower grade level (GS-4) in Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is (a) technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings and/or (b) technical support work in a closely related field, e.g., biological laboratory technician work that required application of the methods and techniques for this position to be filled. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. ~OR~

Education: You must have successfully completed a full four (4) year course of study leading to a Bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position being filled which may include clinical hematology, clinical laboratory practices, phlebotomy practicum, clinical microbiology, clinical practicum or special topics in the Medical Laboratory Technology field. This education must have been obtained in an accredited technical school, junior college, college or university for which high school graduation is the normal prerequisite. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. ~OR~

Combination: You must have equivalent combinations of successfully completed post-high school education (beyond the second year) and specialized experience that may be used to meet total experience requirements. This education must include courses directly related to the work of the position (as described above). This education must have been obtained in an accredited technical school, junior college, college or university for which high school graduation is the normal prerequisite. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation.

Physical Requirements: Heavy lifting (40 pounds and over); heaving carrying (40 pounds and over); pushing and pulling (up to 4-5 hours a day); reaching above shoulder; use of fingers; typing; both hands required; walking/moving (up to 6 hours); standing (up to 6 hours); sitting (up to 4 hours); repeated bending/rising from a sitting position (up to 6 hours); ability for rapid mental and muscular coordination (may include fine motor coordination) simultaneously; hearing (aid permitted); verbal and written communication (up to 6 hours); and the ability to see with or without assistance (i.e.; eye glasses, magnifying glass).
