Summary

The newly formed Office of the Special Inspector General for Pandemic Recovery (SIGPR) was established in March 2020, as part of the CARES Act which was enacted in response to the COVID-19 national emergency. The CARES Act requires SIGPR to conduct, supervise and coordinate any audits and investigations of loan, loan guarantees and other investments made by the Secretary of the Treasury under any program established and managed under the Act by the Secretary.

Duties

Help

As a Chief Data Officer you will:

  • Process a highly developed knowledge of enterprise services to include data integration techniques, and data access implementation.
  • Provide advice, counsel, and instruction to subordinates on work processes and administrative matters.
  • Serve as Senior Information Technology (IT) Advisor and recognized expert in Data strategies, capable of developing and implementing effective Data management and governance development and integration.
  • Justify access needs and works with executives and senior leaders in business and IT organizations to secure access, including coordinating with User Support personnel, to negotiate and secure end-user access to systems and ensure SIGPR employees are provided the appropriate level of support.
  • Represent the SIGPR in negotiations, conferences, and meetings with officials from the Internal Revenue Service and other SIGPR functions regarding system access issues and matters of mutual concern.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience:
For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.
Specialized experience for this position includes: 

-Experience researching, analyzing, or formulating policy proposals on data management; AND
-Experience contributing to and supporting the governance of data from multiple IT systems; AND
-Performing the research, planning, implementation, maintenance, and deployment of software applications required for mission support.

Some examples of experience could include:
-Examples of relevant data governance experience includes designing a process to make decisions about granting access to data for internal or external customers. Also, working across the organization, through formal organizational bodies, such as committees or executive boards, to develop and build buy-in for policies and practices that will govern employee behavior and how systems handle data throughout its lifecycle.
- Preparing, implementing, monitoring and updating project plans and schedules; or
- Planning, developing and implementing a broad range of technology based solutions that require advanced knowledge and experience in and application of sound principles in policy and standard development, infrastructure planning and operations, risk management and information security, and business case development.
-Examples of relevant data management experience include completing an initial maturity assessment focusing on data and related data infrastructure. This would include evaluating the current state against documented best practices, determine gaps, and identify priority areas for improvement. Also, creating policies and standards for data issues, such as data quality or metadata policies, to address gaps.

In addition to meeting specialized experience, applicants must have proficiency in each of the four competencies listed below.

- Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information and makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Problem Solving - Identifies problems; uses sound judgment to generate and evaluate alternatives, and to make recommendations. 

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- A one year supervisory or managerial probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.  Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
- Undergo an income tax verification.
- Public Trust – Background Investigation will be required.
