Duties

Help

This position requires administrative awareness and clinical expertise to facilitate interaction with all departments and disciplines in the facility as well as between the VA facility and community facilities for the delivery of patient care. He/she acts as liaison between Anesthesiology and other institutions regarding patient care, staffing and physician credentialing. He/she represents the Chief in all administrative matters.

  • Provides counsel to the Medical Center Director and Chief of Staff on proposed solutions that would enhance quality patient care and resource utilization in Anesthesiology.
  • Assists in the evaluation of the overall planning activities in relations to the Medical Center in relation to policies, plans and objectives.
  • Analyzes and evaluates the efficiency and effectiveness of the multiple program operations of the Anesthesiology Service. Identifies and advises on the impact of changes proposed.
  • Maintains and improves systems of delivering health care by developing better programs and policies, improving utilization of resources, designing and overseeing needed changes and being a catalyst for the many programs in Anesthesiology.
  • Provides oral and written reports and recommendations to top management on projected budget requirements of the service based on an analysis of projected needs.
  • Performs special investigations to include reports of survey, personal claims, patients abuse and disciplinary/adverse action.
  • Under the supervision of the Chief of Anesthesiology, provides primary administrative supervision for Program Support Assistant and Medical Support Assistant.
  • Hears and resolves employee complaints and refers serious unresolved complaints to higher level management.
  • Assists in the writing and submission of position descriptions.
  • Identifies problem areas and provides management with solutions to correct poor work situations, and prevent potential problems.
  • Assists in position management, requesting funding for the filling of vacant positions and the establishment of new positions.
  • Assists with physician, PA, nursing and CRNA management to include credentialing and privileging.
  • Represents management at labor management meetings, provides information, resolves conflicts and problems that may arise and assures management is familiar with negotiated agreement.
  • Assures that all employees receive appropriate training as mandated by the VA.
  • Coordinates house staff rotation schedules with University of Colorado Hospitals and the Chief of Anesthesiology.
  • Coordinates, prepares and submits all required reports for the Department of Veterans Affairs, the State of Colorado, the Certifying Boards regarding house staff and fellowship training, undergraduate medical education, professional standards review, and administrative activities.
  • Analyzes and prepares business plans, budget submissions, manages fund control point usage and personnel and space issues.
  • Formulates and submits a budget plan each fiscal year in addition to previous periodic adjustments.
  • Manages procurement and contracting as the Contracting Officer's Technical Representative (COTR).
  • Reconciles and administers all Electronic Inventory Listing accounts for prompt reporting of excess equipment. Provides assistance for the maintenance of equipment and facilities.
  • Manages overall supply needs and material requirements.
  • Serves as Project Team Member for the negotiation and purchase of capital equipment.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge of the missions, organizations, programs and requirements of health care delivery systems. Knowledge of statistical science, gathering and analyzing data, making interpretations and presenting the data in many formats. . OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree in a related field of study (TRANSCRIPTS REQUIRED). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. (TRANSCRIPTS REQUIRED).

Physical Requirements: The work is principally sedentary, however, some walking, standing, and bending may be required.
