Duties

Help
  • You will perform budget review, analysis, and execution in support of operations implementing legal and regulatory controls over an approved budget.
  • Supporting all phases of the Planning, Programming, Budgeting, and Execution of System (PPBES) process.
  • Perform budget formulation involving the preparation of detailed analysis and provide technical guidance for annual budget submissions and execution for special programs and projects.
  • Interpretation of policies, and regulations of budget and accounting issues from the United States Special Operations Command (USSOCOM)'s Emergency and Extraordinary Expense for Confidential Military Purposes
  • Determination and interpretation of policies, practices and regulations Financial Management Regulation (FMR), and travel issues from the Joint Travel Regulation (JTR).
  • Develop special program requirements and maintains memorandum tracking processes for contract support requests and financial support requests. Knowledge of Unfunded requirements (UFRs).
  • Preparing and reviewing annual budget submissions.
  • Performing budgetary trend analysis, rates of expenditures, and comparison of actual performance to the financial plan, historical data, and identification of variances.
  • Utilize Microsoft Office Suite software, Standard Accounting and Reporting System (STARS), General Fund Enterprise Business System (GFEBS), Standard Accounting, Budgeting and Reporting System (SABRs), Deployable Disbursing System (DDS).

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Relocation expenses (i.e. PCS) or relocation incentives as described in 5 USC 5753 may be authorized in accordance with applicable travel regulations.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Recruitment incentives may be authorized to eligible new hires.
  • A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.

Qualifications

GS-11: Your resume must also demonstrate at least one year of experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performs budget review, analysis, and formulation while providing technical guidance and instruction for program requirements.

GS-12: Your resume must also demonstrate at least one year of experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Oversee and manage budget review, analysis, and formulation while providing technical guidance and instruction for program requirements.
