In order to qualify, you must meet the experience and certification requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Certification Requirements:
Possession of the appropriate Federal Aviation Administration (FAA) Commercial Pilot Certificate and/or appropriate military rating; completion of a flight test course or FAA flight test pilot course, or one year experience flight testing aircraft. (Certificates MUST be submitted as part of the application packet).
Flight Hour Requirements:
1500 total flight time hours;
250 pilot in command hours;
75 night flying hours;
75 instrument hours;
100 hours of flight time in the last 12 months. (Flight hours MUST be annotated in your resume)

In addition to meeting the minimum requirements, applicants for the GS-13 level must have one year (52 weeks) of specialized experience equivalent to the next lower grade level
Specialized Experience: One year of specialized experience which includes work that involves monitoring test flights, releasing aircraft for operational flights, assisting with flight planning, and insuring aircraft maintain operational readiness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
